veterans group to meet...new playground at nature center proposed

A new veterans advisory group will be meeting tomorrow (Wednesday) at 11 AM at Greenburgh Town Hall. If you are a veteran and are interested in serving on this committee – please join us.
The Greenburgh Town Board met with the Greenburgh Nature Center leadership today and discussed their master plan. Among exciting initiatives for the nature center (to be funded by private, not taxpayer dollars) is a Nature’s Playground. This will be a unique nature themed playground designed to engage children in outdoor exploration and discovery. The recreation area will serve children ages 2-12 and will provide a variety of play elements intended to mimic the natural environment. Possible elements include an artificial spider web to climb, a beaver dam to walk across, an eagle nest to sit in and a fossil dig area to explore. Kurt Hundgen (gnckhunden@aol.com) is the executive director for the nature center. His office is overseeing private fundraising efforts for this exciting initiative. If you would like to get involved please contact him.
Over the years I have advocated a playground at the Nature Center –that is geared to pre-school children. The two playgrounds (located at the schools) is not open to the public during school hours. A pre school playground at the nature center will serve an important need for Edgemont residents (and for the rest of the town).

FREE EQUALS FANTASTIC IN ELMSFORD!

In recent months I have been posting info about exciting & fun programs. Many of the events are featured, in detail, on www.rivertownsguide.com.
Some of these fun activities are free or very inexpensive. Free does not mean poor quality.
Tonight, for example, I attended the outdoor concert sponsored by the village of Elmsford at DeLuca Park. The concert featured Charlie Lagond & Friends (Omar Hakim, Darryl Tookes, Gene Torres, Yayoi Ikawa, Armand Hirsch). The program was fantastic --the quality of the music outstanding.
These musicians have performed at Presidential inauguration balls and have performed with artists such as CHuck Mangione, the Jackson Five, The Temptations, The Spinners, Natalie Cole, Mariah Carey, Madonna, David Bowie, Sting, Quincy Jones, etc...
The stage lighting added to the event. Everyone who attended had a great time. By the way--Charlie Lagond has a music school "Lagond Music School" in Elmsford.
The village of Elmsford deserves much praise for sponsoring such a high quality program. Many residents of unincorporated Greenburgh also enjoyed the event.
I hope that next year we can organize a town-wide weekend fun activities calendar--coordinating, among the river villages and town fun events so the dates don't conflict with each other. Each of the participating communities should help publicize all the programs neighboring communities sponsor.
PLEASE TRY TO ATTEND SOME OF THE UPCOMING EVENTS HELD IN YOUR BACK YARD. YOU WON"T BE DISAPPOINTED.

NY CONSTRUCTION HONORS LIBRARY CONSTRUCTION

New York Construction's Best of 2009 Winners Announced: Yankee Stadium Earns Project of the Year Honors
Posted by jack_buehrer at 9/14/2009 5:26 PM CDT

It's always nice to recognize people and firms for the hard work they've done. It's even more gratifying to reward excellence after a tough year.
And 2009 was a tough year.

But on Thursday, Sept. 10, we convened a panel of distinguished judges - experts from all across the region, representing different states, firms, associations and disciplines - to select the Best Projects of 2009 from the nearly 150 total submissions. That number was down from previous years, thanks, mostly, to fewer project completions than we've seen in a decade. But within those submissions, the judges found 45 unique projects worth recognizing. A remarkable feat for a year that gave us so few reasons to smile.

This year's competition also saw all of the McGraw -Hill regional publications welcome submissions from outside their traditional coverage areas in an effort to allow consideration for projects in all 50 states. New York Construction, which already covers New York, New Jersey and Connecticut, opened up its competition to New England. And New England responded by earning awards for projects in Rhode Island, New Hampshire and Massachusetts.

We'll be honoring all the winning projects at our annual Best Of Awards Breakfast in New York on December 10. Firms that worked on any of the winning projects will be be getting details on that event in the coming weeks.

In the meantime, let's hand out some hardware. See all winning projects below:

BICYCLE SHARING RACKS SHOULD BE INSTALLED AT AREA TRAIN STATIONS TO PROMOTE TOURISM, CYCLING, HELP MERCHANTS

GREENBURGH SUPERVISOR PROPOSES BIKE SHARING PROGRAM TO HUDSON RIVER COMMUNITIES
WILL PROMOTE TOURISM, ECONOMIC DEVELOPMENT WITHOUT THE TRAFFIC...
RENT A BICYCLE RACKS SHOULD BE INSTALLED AT TRAIN STATIONS ALONG HUDSON RIVER...

Greenburgh Town Supervisor Paul Feiner is suggesting to the Greenburgh river villages (Hastings, Dobbs Ferry, Irvington, Tarrytown) and to officials in the other Hudson River communities (Yonkers, Ossining, Sleepy Hollow, Croton, Briarcliff Manor, Cortlandt, Buchanan and Peekskill ) that they consider placing bicycle sharing racks near the Hudson River or at train stations in their communities.
Feiner believes that bike sharing can help promote tourism to our river communities. Visitors to our villages and communities could take the train to Westchester and then rent an inexpensive bicycle. If a number of the river villages/cities have bike sharing racks, cyclists could visit one, two or many different communities. They can get on a bicycle at one location and drop off the bicycle at another train station. This will help our downtown merchants and will also encourage more tourism, without the traffic. Bike sharing could also be convenient for Westchester residents who may not have their own bicycle or may not want to take their bike from their home to the different river communities.
Bike sharing programs exist all over the nation and world. Feiner is suggesting that instead of making the bikes free that cyclists be charged a fee to use the bicycle for a few hours or for the day. The time has come for Westchester communities to implement this innovative concept.
Feiner is a bicyclist and has cycled from Hartsdale to Washington DC in the past to promote federal initiatives to encourage safe cycling.

AN INCREDIBLE WEEKEND OF FUN...WORK SESSION AGENDA

COMPLAINT---THERE ARE TOO MANY FUN CHOICES TO MAKE THIS WEEKEND. GREENBURGH’S ANNUAL DOG SWIM (Sunday), the weekend events in Irvington, the 3rd annual Take me to the River Music Festival in Hastings, the Dobbs Ferry Festa, the Eco Fair in Tarrytown, the RiverArts Welcome Party in Hastings. And, much, much more. I can’t remember a weekend with so many incredible choices to make. Each of these events is world class quality!
Frank Jazzo, town historian, just advised me that Greenburgh will be sponsoring two ADDITIONAL EVENTS THIS WEEKEND—Hart’s Brook Park & Preserve 10-12. Hear about the history of the former Gaisman Estate and tour its unusual barn and stable that has yet to house a single cow or horse. Then take a guided walk to the pond in the Preserve. Tomorrow—at 1:30 meet at the Ridge Road county park (parking lot). You will walk a wooded trail to the historic Odell House property in Greenburgh, which served as a headquarters for French General Rochambeau for six weeks in 1781 while George Washington and his Continental Army camped less than a mile away. Rain or shine!
SUGGESTION---THERE SHOULD BE A GREENBURGH REGISTRY OF EVENTS. THE NEIGHBORING COMMUNITIES SHOULD COORDINATE SCHEDULES SO TERRIFIC PROGRAMS WON’T ALL TAKE PLACE ON THE SAME DATES.

AMAZING IRVINGTON WEEKEND BEGINS FRIDAY

Lights on Irvington!

OVERVIEW
As part of our 2009 Hudson Quadricentennial celebration, Lights on Irvington looks back to the start of the modern era in 1909, when our village celebrated the Hudson Tri-Centennial in grand style. It was only 100 years ago, but what a different world. Flight had just been achieved, cars were rare - Broadway wasn’t even paved, silent movies and ragtime were popular entertainment. In New York City, the very first skyscrapers were being built. It was a time before radio, television, satellites and space flight…let alone computers, cell phones, iPods and the Internet.

Come join us for a weekend full of festivities!

CPR SHOULD BE MANDATED IN ALL SCHOOLS

At a recent meeting of the Greenburgh Town Board two residents spoke of the value of CPR training. One mother advised the Town Board that her small childs life was saved because a child care provider who worked for her provided CPR after the child choked (and after the frightened mother failed to successfully stop the choking).
The presentation made me reflect on an unpleasant fact: most people do not know what to do if a family member has a choking incident. Even if someone had CPR training years ago –if they don’t get refreshers, they will forget what needs to be done.
I would like to suggest that all school districts teach every middle school and high school student CPR. CPR training by a qualified instructor could save lives. Students should also learn how to relieve choking and how to use an AED –automated external defibrillator.
If one life is saved because of this annual instruction it would be worth the cost. Providing CPR training to every middle school and high school student and reinforcing the training each year makes a tremendous amount of sense.

STUDENT HERO TO BE HONORED TONIGHT

Earlier this summer I received a call from an elderly woman in her 90s who has ALS. Her property was beginning to look like an eyesore –with overgrown grass. Neighbors were upset. I sent out an e mail seeking volunteers. Jake Schiappacasse, a 16 year old sophomore at Ardsley High School, answered the call to help. He volunteered his time mowing her lawn –and reducing the stress level of the elderly woman.

Jake is being honored by the Greenburgh Town Board as our “Student Hero of the Month”. He is a real inspiration. He is modest, and has a desire to help others. The Town Board is meeting at 7:30 PM

In response to your e-mail to Paul Feiner's office on 7/28/09 and forwarded to Our albany office by U.S. Mail on 8/20/09. I was able to reach the Dept. of Transportation in Poughkeepsie. They have assured me that the clean up of the trees along the Sprain Brook Parkway will be completed within 4 to 6 weeks. They have stated that it is much easier and faster to do the cutting and piling at one time and then the removal and cleaning up all at once. If we can be of further assistance please contact us.

STAR REDUCTIONS BY COMMUNITY

2009/2010 STAR SCHOOL TAX SAVINGS--AND HOW MUCH YOUR STAR BENEFITS WERE REDUCED BY COMMUNITY.... This info was prepared by the office of the Receiver of Taxes (David Dwinell is the Receiver).
STAR is a state program. The NY State Legislature determines how much funding is appropriated for STAR. Funding was reduced from the state budget due to the NYS budget crisis.
The first number is the STAR subsidy. The second number is how much the taxpayer is losing in STAR assistance compared to last year. In Tarrytown, for example, the reduction was $335.75 for basic STAR. Seniors who receive enhanced star saw their STAR benefits go down by $628.58.
PAUL FEINER
(2940) (5560)

SCHOOL TAX BILLS ARE UP BECAUSE STAR BENEFITS ARE DOWN

Most homeowners received their school tax bills in the mail today. Most people probably are not very happy. Many have seen their school tax bills increase by $300 to over $600 a year. The town is not responsible for school taxes. The school districts are independent of the town. We are a tax collector for the schools and guarantee the school districts 100% of the taxes --whether you pay them or not. (If you don't pay the taxes the town is eventually able to take ownership of your property, however).
In fairness to the school districts -- most school districts in Greenburgh had small tax hikes this year. The reason why the school taxes went up so much is because the NY State Legislature (thanks to the bad economy) reduced STAR and ENHANCED STAR benefits.
In the late 1990s the State started the STAR program--school tax relief program. The STAR program was designed to reduce residential school taxes. The legislature recognized the fact that the size of a homeowner's school tax has grown by multiples over the years and is, in fact, one of the homeowner's largest expenses, second only to mortgage interest. In order to provide some relief to New York State's homeowners, the STAR program was enacted. There are two STAR programs in effect - one for seniors over the age of 65 who are on fixed incomes and those who are under the age of 65.

The town has compiled a comparison of the impact, by community, of the STAR reductions. If you would like a copy please e mail me at pfeiner@greenburghny.com
