But "Supervisor-for-Life-Wannabe," Paul continues the charade of returning money he did not "earn"to the town.<BR/><BR/>Let's look at this sham objectively...yes, objetively!<BR/><BR/>(A) He picks the categories.<BR/><BR/>(B) the "board" decides on a percentage of success, i.e. 25.6%.<BR/> <BR/>(C) DEspite the fact that objective measurement are not possible for virtually all of the tasks, and they come up with a % AND a fraction, the scientific method is flawed,to say the least.<BR/><BR/>(D) Let's look at LEAF PICKUP, for hypothetical example:<BR/> 43.7% DPW<BR/> 22.8% LAWN SERVICE<BR/> 19.5% MOTHER NATURE (WIND)<BR/> 5.0% NOT RAKED, TOO LAZY <BR/> 14.0% G-D ONLY KNOWS<BR/><BR/>(E) If any of Paul's "goals" can be quantified in this fashion (which they can't, and as established, never will) some of the "press release" aspect of this exercise would be more tolerable<BR/>(F) Examining Paul's Goals for a decade or so, or since they started, one comes to the almost eerie, yet expected conclusion that any and all unfinished goals from "year one," are not finished in "year two, two, three, four or ever." One must also conclude the gimmicky goals worked for that year and so Paul moves on to other non-measureable goals, with the pluperfect conclusion that the electorate will not remember any and all of his unfinished "goals."<BR/><BR/>If Paul wanted to play by any fair rules, a disinterested third party should pick the goals; the goals should be MEASUREABLE; unfininished goals should have their dollar allocation put in escrow until they are finished or abandoned-for which Paul would receive ZERO.<BR/><BR/>The judging would be done by an impartial three-person board, and their decisions would be subject to appeal...with facts and figures only.<BR/><BR/>If Paul really wanted to do right by this town-which has literally supported him for 16+years, he would put his whole salary in escrow, have a set of measureable goals established for him, wth a dollar value for each goal, and really score a FIRST IN U.S. POLITICAL HISTORY. There is in many of the items listed no independent measurement of what was accomplished or even if what was accomplished was good. Furthermore, many of the "objectives" were actually accomplished by others. Nothing like taking credit for others efforts.<BR/><BR/>How about an objective for 2008 to keep the 2009 tax rate increase for unincorporated to 5% or less?
