SHOULDN"T GREENBURGH LIBRARY ADDRESS BE GREENBURGH?


I plan to contact the US Postal Service and will ask them to change the address of the Greenburgh Library from Elmsford to Greenburgh. Shortly after the Greenburgh Town Board moved to the new Town Hall we contacted the Postal Service and they permitted Greenburgh Town Hall to use the address: Greenburgh, NY. Shouldn't they do the same for the library?

    the new town albatross has a ramp to nowhere and is now known as sheehan's folly.

    folks - time to get real. the structure of the town with 6 villages and a large unincorporated area of mixed class and race does not lend itself to any form of compromise. the villages get little from the town and what they get is obscure. the villages are not interested in the social programs the town board has saddled unincorporated greenburgh with. in better times, this largesse was overlooked. with the collapse or political disappearance of hartsdale, there are few voices for change in unincorporated outside of edgemont the sounds of which indicate that edgemont often has a tin ear- not that their complaints are without merit - they just dont sound warm and fuzzy and as a result they get no traction. the economic bleeding is only pulling people further apart as they bicker with what unions want and the taxes they pay.

    the town, run by an odd assortment of politicians, career and otherwise, are by and large, without sufficient experience or wisdom on how to change anything. thats why the duck every problem and being immature, cannot say no to westhab, valhalla school district, the tdycc, taxter ridge, art curators, nutrition programs etc.

    the fact is the town ceased to exist long ago - now its just a bunch of interest groups seeking to hold on to what they have or to fend off the beasts from outside - its a lonely struggle. just ask fulton park.

    greenburgh gets little news coverage in the main source of news - channel 12.

    local columnists are bemused by feiner's small bore gadfly games.

    sadly most greenburgh residents who do involve themselves are stuck in the past and have strange notions that they have a right to live in greenburgh forever or the decisions made decades ago are immutable.

    ultimately the people of greenburgh are not that different from those in iraq - they do not want to give up their fiefdoms - whether its villages or school districts and merge into something larger.

    so things will not change in greenburgh.

  3. Maybe you should first check with your friends at the Greenburgh Public Library. I believe they've been there, done that and struck out.

    And why not the Greenburgh Nature Center or the Greenburgh Health Center or even the Greenburgh Multiplex...? Gosh, with all these destinations crying out to have their own blog topic calling for a Greenburgh address, a Supervisor would never have to spend time on taking care of business.

    Nice picture of the Post Office truck though. Of course it is not delivering mail to the Greenburgh Town Hall in Greenburgh because we maintain two salaried messengers to do this at a cost exceeding $100,000 plus benefits.

    Berger didn't get wround to any decision-making role, so we can forget about her, although her campaign was empty. But Bass and Barnes, especially Bass - their idea of compromising was to say to someone that they will take everything he has, and then compromise by agreeing to take only half.

    This is another distraction. The Post Office doesn't really care what the "city" or "state" portion of the address is - if you put the proper zip code and plus 4 on an envelop with nothing else, the letter will be delivered.
    Zip codes have NOTHING to do with geographic names - they represent locations serviced by regional centers and local offices, the plus 4's indicate the carrier assignment.
    Please focus on important things - like reducing the budget without resorting to make believe cuts, like guessing how many times it will snow during the year. Guessing the number of times we'll need a plow does nothing for our taxes - eliminating your private secretary and the "curator" at Town Hall and the sculpture co-ordinator and Meals-on-Wheels subsidies for our neighboring political subdivisions and illegal gifts to fire districts and school districts are much more important and deserve your undistracted attention.

    His is the only office without support staff. He has no other employee other than his secretary.
    Are you out of your mind? Who will respond to complaints from citizens.

  17. What the USPS needs to do is have Greenburgh as an "acceptable city name" (their terminology) for 10607, 10603, 10583, and 10530. This is an easier approach that's more likely to be approved. Though, as 4:19 accurately states, no official approval is really needed as long as the ZIP code is correct. My ZIP code is 10530 and I use Greenburgh, NY as my address since there really is no legal place called Hartsdale and I don't live anywhere near the Hartsdale neighborhood. All my mail gets to me just fine.

    That said, I'd prefer that the supervisor attend to town management issues before extracurriculars like this and rethinking county government and such. Countless clogged storm drains neglected for months and adding needed stop signs, for example, should be a higher priority than ZIP codes.

  19. Cynthia IS a good sport but she has little to do other than transfer callers to voicemail.

    However, her remuneration is not for the job she does seated at her desk. Her real job is to keep her mouth shut.

    Think about how many years she has seen Feiner's correspondence, overheard his calls, been aware of who is calling and whom he is calling.

    I'm thinking that while Feiner views his job as Supervisor for Life, Cynthia's job is Secretary to the Supervisor for Life plus some number.

    What she has on him and what we all would like to know is only separated by the money that taxpayers pony up to keep her behind her desk. The irony is that those would like her to be budgeted off to Feiner's cousin in Buffalo are the ones that are paying her salary to stay.

    In short, her job is to abide by I hear no evil, I see no evil and I speak no evil.

    Of course, if she became unemployed that all might change.
    Needless to say, even if taxes rose 116%, Cynthia would still have a secure job.

    I have to disagree with you about Cynthia, you see we all work with her and trust me she may be the eyes and ears for Feiner, but she keeps him on his toes and lets him no when he is wrong and he even takes her advice into account.
    Now she does more than answer calls, she types, files and yes she does answer Paul's calls. She also takes the brunt of his abuse from tax payers. She deals with the complaints from disgruntled taxpayers that do not get what they want from other departments, so they "whine" to Paul's office and you got it.. they get Cynthia.
    Now I myself have to admit that Paul may have his faults, but he does answer his own phone at times even when Cynthia is there!
    So you see Hal while I can agree with some of the things you say, I cannot say your facts about PJ's Secretary are all so true.
    I do agree that cuts should be made, but answer this since you seem to no all, what happen with the 2.5 million tax error, why is the board and/or Town in a 3 million deficit? Where is the money that CSEA was promised and who spent it? It was budgeted into 2008? Why is the Town still spending money for dept. heads cell phones, newspapers, conferences, and other non essential items? Why is the guard Albert being cut, when we are keeping a cleaning service at night who does little to clean the building? We could keep Albert instead, since we do have TWO town employees that are suppose to clean and maintain the building at night?
    What are we paying them for to sit back and watch the part-timers? I am all for hiring "Specially Challenged" but we have town employees that are getting paid good money to do this. Sorry part-time cleaners you take employees belongings, chit chat and bother employees and you basically keep the building the same way it looked when we leave the night before..DIRTY!!!

  28. TDYCC has yet to offer up any definitive cuts to the 2009 budget. They claim to be cutting 7%, maybe, when we evaluate, blah, blah but it doesn't take in consideration the extra money allocated to them (added to their budget in 2008)and the various strange budget lines scattered in the budget that go towards the center.

    Keep your eye on that $3,066,600 number as it is in fact actually higher, when TDYCC decides to offer up cuts.
    Oh and no one mentions the Fairview Community pool either. ($744,888)
    We should have 2 pools that serve this one small community?

  32. No you don't need James Robinson at the pool- YOU NEED Patricia Roper, an educated, highly trained professional.
    She cleaned up the place; made staff work, held them accountable, no cell phones in the lifeguard chairs, posted notices, sent emails and did a fantastic job!!! She even prepared the VGB equipment purchase requests that incompetent Whitehead denied/ refused to sign.

    You need to fire the idiot Whitehead- Yes, no education or professional training, while under a criminal investigation was allowed to do so much damage to a viable program which raised revenue and demanded people pay for usage of the facility.

    Now the program going to shiiiiiiiiit - classes being cancelled "cause no one to teach water babies on Tuesday morning" That's a crock? Three staff in the morning can teach the program Ms. Roper taught - and now the class is cancelled. Yes, Roper had some issues but the staff worked at TDYCC Pool and that a FACT!

    If Bernstein wins his suit, TDYCC will be closed or handed over to the Y. Not becuase he wants that, but becuase the Villages wont tolerate the waste, fraud and abuse that goes on there. The Villages wont see a dramatic increase in any Town taxes, becuase they will demand a Town Board that will cut an end to the nonsense.

    Following last night's Town Board meeting, it is quite clear that Greenburgh is ruled by a lying, cheating, unscrupulous pack of thieves.

    Maybe the name Greenburgh could be changed instead leaving the Greenbrugh Town Board in charge of nothing.

If Feiner could do this to Fulton Park, he could do this to any other neighborhood in town. We can't let this happen.

  55. There have been a number of postings about the Lois Bronz Center. First, you should undersatnd that this facility was previously owned by the State of New York and given to the Town of Greenburgh on the condition that it be foreever used as a day care facility. If the Town were to cease using it in this capacity, it would revert to the State of New York. Second, the agreement that gave it to the Town from the State provided the $1 in annual rent. If you have problems with that, I suggest that Assemblyman Brodsky and State Senator Cousins are the people to contact.

    If anyone wants a complete copy of the agreement, just file a FOIL request and I know I can respond in minutes

    Some of that building is used for Drug & alcohol rehabilitation. There is a budget for 30 Manhattan Ave ($ 111,520). Town claims to "rent" out this space.

    If what you say above is true, how can we "rent" out space and what is the $111.5K for?

    The Town funds certain operating costs of the physical building, some direct such as water, electricity and heat plus some allocated costs for building upkeep such as cleaning and routine repairs. The facility receives approximately $142,000 per year in rental income from St. Johm's Hospital (Yonkers) for the portion of space that is used for an alcohol and substance abuse treatment operation.

    As to the "legality" of the rental arrangement, I am not an attorney so I won't opine on that aspect of the comment / questions.

    Since you are answering questions, why don't you address the issues that the sewer guy came up with, www.sewerdistricttruth.com. Since the Town does not have the guts to post the State Comptroller's report on their web site, that is the only place you can link to in order to get it. I read it cover to cover. The State Comptroller was not able to trace what Al Regula did with the money collected with hook in fees. What happened to this money?? The Town has not credited the public with the fees collected. The Town has kept this money illegally. In doing so, the Town has screwed thousands of tax payers. The legal department is to blame also. Lewis has to know what is going on. Are you just going to sit there and do nothing? You know that Sheehan & Co. will blame you in the end.

    Why can't you identify yourselves on this issue? Is the Supervisor or Town Board going to come after you? It's very easy to throw out your sarcastic comments when you won't identify yourself in case you are not correct.

    I have met with the individual who raised the sewer question on a number of occasions. 20 or so years later, the facts or ascertaining the facts is not esay. We are talking about 80 parcels, not thousands of taxpayers. Does it make a difference if it is only 80 property owners and taxpayers? NO. On the other hand, the Town could expend tens of thousands of dollars and not get to the bottom of this. I don't know of too many organizations that have records going back 20 years that can be reasonably researched.

    By the way, include in your comments all the Town Comptrollers who have held that position since 1989 (?).

    Read the website! Regula kept all the money for Public Works instead of dispersing it back to the people when he collected sewer hook in fees. If a sewer district had a thousand taxpayers in it, then Regula, along with the Town Comptroller, cheated a thousand taxpayers. The sewer guy was able to go back twenty years, why can't you??????

    Why can't you just admit that Regula has been running a scam. He is the Bernie Madoff of Greenburgh!!!!!

    These quotes are directly from the sewer guy's website www.sewerdistricttruth.com.

    There is no evidence that the Town EVER credited the sewer districts for the fees that it collected. EVERY TIME the Town collected a hook-in fee and did not credit that particular sewer district, the Town BROKE THE LAW!

    The State Comptroller's report states "Due to lack of complete accounting records," they could not track how Town officials used the hook in fees charged to a resident of the FA 4 Sewer District. What happened to this money??????

    Let's start with the first quote. Isn't it the responsibility of the Comptroller to do the calculations to see to it that the citizens get credited the right amount of money?? Have you been sleeping at the switch Mike?? Or are you there just to do Regula's bidding??

    The second quote also deals with your department. Isn't it the Comptroller's responsibility to track all funds that are collected by the Town? How can Regula have hid where this money went if the Town Comptroller didn't act as an accomplice?? Now most of this stuff happened before you got here, but if you read the recent Regula e-mail on the website, you are to blame as well because some of this is occuring on your watch.

    This sounds very much like a scam. The sewer gut brought his finding to the Town in 2005. Tim Lewis said that the Town did nothing wrong. A COVERUP of grand proportions!!!!!! Regula could only cheat thousands of taxpeyers if other department heads allowed it.

    That is a punky way to get out of answering the questions. I think you are just too scared. Or possibly, Paul or the Paulettes have ordered you not to divulge any more information. At any rate, I don't think that you CAN answer the questions posed by the sewer guy because to do so would cause the Town to admit criminal wrongdoing and one department head can't do that to another department head. Isn't that why Edie McCarthy (Mrs. 2.4 MILLION DOLLAR MISTAKE) still has her job? All the Greenburgh Department heads circle the wagons for each other.

  84. No large scale damage at all except for as you say, the administrative costs. However, what it points to is no department head is ever held accountable. If Mrs. Regula, Oh I mean McCarthy, were working in the private sector and made a 2.4 million dollar mistake because she failed to do proper calculations, she would be fired. McCarthy costs us taxpayers with salary and benefits close to $200,000. We deserve much better. Do you have any confidence in her now? How can we be sure that homes and commercial property are properly assessed? If she made a 2.4 million dollar mistake with the Star Program, where else has she made errors????
    Since she sought another job elsewhere, one has to wonder if this divided her atention and led to the error. There might be many more errors yet to be discovered.

    There will be the cost to process the checks.

    Were any homes sold between the time the error was made and when it was corrected? Will it create inequity between buyers and sellers?

    More importantly, why couldnt the the assessor and Paul and the Paulettes had just admitted the assessor had made a mistake, instead of blamng the state.
