My proposed capital budget includes $15,500 for a Thermal Imaging Camera to be used in finding victims that are in collapsed buildings or to locate a suspect or hostage in a building during a tactical operation. Also, to find victims at accident scenes in heavily wooded areas.
My proposed budget also funds a camera that will allow remote access via broadband wireless applications to install a camera for surveillance in high crime areas. The cost: $17,000. This can be used to reduce thefts and vandalism at the Hartsdale parking garage.

I think cameras monitoring public streets is a very big threat to our privacy. Public cameras would leave too much room for abuse. There have been plenty of cases where police officers have abused their power and used things like security cameras to black mail citizens.
Camera's can be abused. Unfortunately, cars have been stolen or vandalized in Hartsdale. This suggestion could reduce the possibility of these crimes.
WHY SHOULD TAXPAYERS PAY FOR CAMERAS AT THE PARKING GARAGE. THE PARKING AUTHORITY RECEIVES PLENTY OF MONEY [ FROM THE PEOPLE WHO PARK THERE],THEY SHOULD BE THE ONES TO PAY FOR THIS SERVICE. THIS IS THE PARKING AUTHORITY'S RESPONSIBITY.
The camera's won't be used exclusively for the garage.
The cameras are OPERATING not capital expenditures based on their anticipated uses and expected life. Once again the capital budget contains predictable repairs which are normal wear and tear items and are properly part of an OPERATING budget. Please stop abusing the capital budget. Burdening future Greenburgh taxpayers by using the capital budget to pay for ordinary expense items shows a complete lack of respect for future residents. It is cynical and short-sighted and should be replaced by inclusion of the necessary funds in the normal operating budget. This is not a business-like approach to the Town's finances - even if it is a past practice.
Every Fire Dept. in Greenburgh has thermal camera's alresdy, most have more than one. The Police dept does not belong at a Bldg. colapse anyway. Talk about duplication of services. This $15,500 for a camera is to much. If they did their homework the could find them cheaper. The police keep buying the same equipment the Fire Dept's have already.
It would be improper for the Town to pay for anything at the Hartsdale parking garage. It's not a bad idea, but payment must come directly from the Parking District.
as usual by the time we are finished paying for these "operating" items thru the capital budget they are obsolete & not working-- have the guts to put items like this in the operating budget instead of "concealing" the size of the budget increases!!

We need to provide additional security at the hartsdale parking locations. This suggestion is one step that might help.
I have a close friend who parked his car at hartsdale. The car was vandalized. We need to make the parking area secure and safe.
Absolutely, make sure the parking garage is safe. This is a matter for the Hartsdale Public Parking District, a separate entity from the Town of Greenburgh. The e-mail address for the HPPD is info@hartsdaleparking.com, and any concerns should be directed there.
Of course the Parking District is a silly entity to have even been created and to allow to still exist over 50 years since its inception. But, since it does still exist, the HPPD should not receive anything (cash, materials, services ... nothing) from the Town.
What about the duplication of service. The Police should fight or prevent crime and let the Fire Dept's handle a building colapse.
Mr.Feiner and the Town Board do you think this is a waste of money to have the PD purchase the same tools as the FD's ?
This equipment will probably be used for the parking area and at other locations. It's good to be prepared.
There are two different camera's. One for survailance and a thermal camera for a building colapse, which the Fire departments have already.
So explain to me why the HPPD uses parking permit and fee $$$ to pay for an officer to write tickets, and the ticket money goes into the Town Entire buget.
We need another system. We dont need a highly paid, highly trained police officer. We need an HPPD to issue notices which are not parking tickets, and have the money go to the HPPD. Oh wait, that wont subsidize the villages.

The police should have the tools to protect commuters and residents from vandalism and crime. The supervisor's proposed capital budget should be approved by the Town Board.
The Police should protect residents. But they should not get involved with rescue operations, that should be left up to the fire departments. Doesn't anybody understand duplications
Mr. Feiner - you are always interested in saving money for the people, so why don't you consolidate all the little village police and fire departments into a single town-wide department of public safety. This would eliminate duplications and stop the fighting between the police and fire departments about what each should be doing.
I think camera's are a great idea ,however who ever makes the money from these parking lots should of course pay for the cameras. Camera's can only help the police and the citizens of Greenburgh.

Why do I think there is disagreement between the firefighters and the police? Because the only place that one hears about "duplication of service" is in the correspondence of police and fire union officers.
The Supervisor has tried hard to hurt union members - every volunteer firefighter replaces a union member. Every time the Town refuses to follow the Wickes Law, union members don't get jobs. Every time the Supervisor complains about high costs he is attacking union members.
Why the union leaders push the rank and file to endorse him is beyond me.

The duplication of services comes from training police officers, to do a firefighters job, that the firefighters are already trained to do.Also why does the Greenburgh Police, patrol the Hudson River? The state police,Yonkers PD, County PD, and the Coast Guard to name a few, you know all the people who have direct access to the river already patrol out there. Also every fire department on both sides of the river from Yonkers to Croton have rescue boats.

Going to be a shame when a nut walks into Police HQ's and injures or kills a cop and the Town gets sued for millions for lack of security and poor planning on the purchase of an already approved item........
The PD keeps sending Police officers to the westchester county training center in Valhalla to take firematic courses. That's how!
Hartsdale,Greenville and Fairview FD's already have highly trained firefighters,
Maybe we should send firefighters to SWAT school. doesn't that sound dumb?and that also would be a duplication of services.
