GREENBURGH GETS GRANT FROM STATE TO LOOK INTO SHARING SERVICES WITH DOBBS FERRY POLICE

Governor Paterson today announced that Greenburgh will receive a grant to study the possibility of sharing police services with the Village of Dobbs Ferry. This is taken from the Governor's press release. Senator Andrea Stewart Cousins advised the town that we will receive this grant last week.

Town of Greenburgh – $75,855.15
The study will: describe the services provided by the village and town police departments and identify those that could be provided more efficiently and economically through a sharing and/or consolidation of services; and recommend a detailed course of action to implement the preferred alternative.

Wouldn't it make more sense for Greenburgh to share services with Ardsley and/or Elmsford which are closer to Greenburgh?

This is the reason that we should have one police department.
Why is it that the police department is call Greenburgh when all the others are called by their village name.
New york does not have the Bronx pd or Brooklyn and so forth,
Make it one and you will see how much money this town can save.
Run it the same as the City of New York with a commissioner at the head.
Good idea but it will never happen because this board is to afraid to take rhe necessary steps to revamp the police department.
In making one police department you won't have police doing nothing as stated in earlier blogs
At Greenburgh headquarters.

Except no wants to pay for Greenburgh Police -- too bloated.

Eventually the villages and Edgemont will be fully independent of Greenburgh, so creating one unified Greenburgh PD wouldn't make sense in this situation. Collaborating, though, would be wise.

Just to save taxpayers money throughout all the Town of Greenburgh one police department should be considered, since it is said that the overtime received by the Greenburgh police is way over estimated and other expenses way out of line
Something has got to be done to help the taxpayers out.We do need the police department but not one that inflates overtime for those that will retire plus officers that receive way over the salary that the supervisor of this town receives as overtime.
Paul do you think this is fair to the taxpayers who have to struggle to make ends meet.
Consolidation is needed to stop inflatted overtime throughout this town.
Not only does this go for the PD but it also goes for the DPW.

Actual consolidation can't work in our situation, but more active collaboration can.

This is good news. Sharing makes sense. No need to be negative, guys!

Unless the grant is going to bloggers with expertise, the funded money is going to professionals who will render their findings.

So what's the point of second guessing what they will conclude?

And in today's JN, another action by the Greenburgh Drug and Alchohol task force breaking up a teenage party. Shared services seems to be a synonym for shared overtime. Forget what the experts say, WE CANT AFFORD THE 23%TAX INCREASE AND MORE NEXT YEAR. It seems to me shared services are a way to avoid accountability to Greenburgh taxpayers.

The party was in front of the Dobbs Ferry police station. They cant handle a teenage party by themselves? Sounds like the party was an OT party by all local police.

Consolidate all the police departments
We are paying for Greenburgh police to assist the other areas of town which runs into a lot of money.
HOW MUCH DO THESE OTHER AREAS PAY FOR OUR SERVICES.
pAUL WE ARE BEING RAPED OVER AND OVER AGAIN.
What we need is a commissioner and one captain in each area.
We have too many at the top who don't give a dam because they are looking at retirement in one to two years.
How many of the officers live in the town of Greenburgh.
They say that they cannot afford it but at the same time they have no quams to take our money all the way to their banks.
How much does each officer make in overtime????
This should be reported monthly to the taxpayers.
It is great to have this blog to let off steam but at the same time we know that what ever we write goes in one ear and out the other.
In plain English none of you give a dam as to what is going on. Just keep the peace this way you will not make waves.
This is a great democratic way to live.
One snow job after another.

Why not consolidate all services other than school management? While Paul is proposing abolishing county government, why stop there? Abolish duplicative village governments! The Edgemont model of an independant, community controlled school district within Greenburgh, but otherwise part of Greenburgh government, should be extended to keep all the "village" residents happy. of course all those village bureaucrats living off the tax payers might object.

Anonymous said...

Paul if you are all for the abolishment of county government let's see how well you can run ALL of Greenburgh.
If we like what you can offer us the taxpayers maybe we will think about.
We know what we have now a big disaster but we mqy be getting worse.

1:49 -- you are too funny. The village residents would never vote him if he spend their money like he wastes unincorporated Gburgh money. And he knows it.

Congratulations to Greenburgh and Dobbs Ferry - this is an important step in the pursuit of ways we can all work together to save money. I can't say all Villages are ready to share services, but it is in increasing cooperation, not division, that our future lies.

Whether it is joint bids on large contracts, or sharing equipment, or even shared services, this is a major way we will save money AND bind this town together, not drive it apart. Our future lies in closer cooperation, not in divisive words and actions that alienate us from each other. As costs spiral out of control for all of us, this will be a way for all of us to enjoy some economy of scale.

This is a major step for Dobbs and Greenburgh. They're putting their faith in a future of cooperation. My hat is off to them both. Congrats and good luck.

And once again, the TOV gets hosed.

Why is the housing authority saying that they cannot pay for the services of two police officers who service their areas.
We pay taxes and these people are taken advantage saying that they have no money .
We are not talking about pennies we are talking about one half million dollars.
Paul is this fair to the taxpayers of Greenburgh.
What else do they want from us?
They owe this money they have to pay.
Stop pussy footing arround the whole situation.
The money is owed for six years,if we the taxpayers owed this kind of money you would take over our homes.
ENOUGH IS ENOUGH ,
We have come to you concerning the high taxes that we have to pay have you given us the same satisfaction that you have given to the housing authority.NO NO .
IS THIS TOWN FAVORING THE RESIDENTS OF THIS ONE PARTICULAR AREA.
I think by sending out bills to them is a good indication that this is money owed to the town.
Kolesar asked two good questions I would like to see how you Paul will answer .
Sheehan and Juettner say that there was no waver made for them not to pay for police protection.
Why make a special effort to continue with this special request.
We all like to have police in front of our homes twenty four hours a day.
They say that they have a drug problems well I think that is in every area.
They say that they don't feel safe does that mean that we do not face the same fears.
I do hope that this request is not granted and that they have to pay back the money with interest.

To Anon 4:54, how in the f--- is the TOV getting hosed? If both the TOV and a village lower their costs by cooperating, what is there to complain about?

Or are you the kind of TOV crazy who thinks that anytime a village gets anything good it means that the TOV is getting cheated?

It is the likes of you who make things so difficult for us in TOV land.

No one has confidence in how costs are allocated.

The housing Authority owes almost four hundred fifty thousand dollars for the payment of two police officers.
When are they going to pay up or is the town and police dept going to carry them on forever.
If this happens we too want the same benefits since we all do pay taxes to the town.
Let this happen to one of the home owners they would be out of a home in the drop of a hat.
HOW DID THIS GO FOR SIX YEARS.?????
I think there was also a reverend involved in this picture insisting that the monies were waved for the police services.
Why this area and not all the other areas.
This area reaps all the benefits of our hard earned tax dollars.
Paul do you realize that you cannot make a deal for anymore freebees
I want to see more police at this end of town but I relize that because there are two police person on duty at the housing projects we have to be satified with what we get while we are paying taxes because these two persons are included in the police budget.
Why wasn't the previous comptrollers up to date with these payment reports?
These people had the nerve to ask the town for another year's service without payments.
Great country.
..

So the housing Authority owes the town all this money over the period of 5 or 6 years.
Who was sleeping ?
Was this overlooked because it was for the north end of Greenburgh.
If I didn't pay my taxes for the same amount of years I would not be living in my home.
Why is it that Kapica and the town favor this part of town.
I was surprised sitting at the town hall during the work session that the supervisor was ready to make a deal.
Thanks to Sheehan and Juettner they remembered what took place years ago when these people wanted to wave the amount owed for the two police that guard the complex.
Why should taxpayers pay for what is asked in the police budget when they give away almost one half million dollars which is owned up to date.
Paul I do hope that you change your mind
We all work hard for our money why must we sit back and let all these funds slip through our fingers.
Between the Housing Authority and the center I don't know which is the worse.
They grab all the money that they could get without making any recordings as to where the money goes.
Thank God we now have a comptroller with a great assistant
who is not afraid to step on peoples feet.
To both of you thank you.
By the way Mike were the two questions that you asked ever answered.
I thought that Paul was trying to talk over your questions twice which tells me that he will give into their demands..

Instead of the state giving away money to see about sharing services they should look into one police department for al of Greenburgh.
One commissioner in charge .
We are too top heavy with Chief, captains and the ones next in line.
Why must we have so many different police departments to cover one Town of Greenburgh?
Has anyone studied how much the taxpayers can save in taxes if this were to be done?
The services would be the same.
That also goes for DPW why can't we have one department
It seems that every position here in Greenburgh is duplicated why not consolidate.
You may say that each village wants their own but it is costing more money in doing just that.

Anonymous said...

The villages will never agree to that. They know how Feiner mismanages and overspends. They want Town money, but they certainly dont want Feiner controlling anything -- Oh like he actually has any controll.

Anonymous said...

There you go again, 12:33 PM.

The villages do not take town money. it is the other way around. The town takes taxes from villagers.

But people like you always find it easier to blame the villages for the troubles that you have made for yourselves.

Anonymous said...

The villages control the votes. No one cares about the B budget.

i noticed you mentioned "except the school districts" I wonder why? We should combined the school districts too!

Anonymous said...

Because most people in Greenburgh are happy with there schools.

Anonymous said...

We need one police department for the whole town of greenburgh.
This is the only way the taxpayers could save money.

Anonymous said...

We should disban the police dept and have the state provide police protection. when was the last time you called the police. The state police can provide the same service for a lot cheaper price

Anonymous said...

10:38 -- we should at least find out what the state would charge.

Anonymous said...

Paul why not look into getting the state police to cover this town.
This police department has been robbing the residents for too long.
They only have one objective in life is to get what they can no matter how so long as they receive the largest pension available.
Some bloggers have expressed this request a few times since the blog was started.
It's about time that this request is looked into.
Changes have to be made.
Now is the time to explore all avenues to save money.
We have reached the bottom of the barrel with all the overtime expenditures and to bounce back radical changes have to be made.
When a chief tells you that he will be working for another two years don't you think that there is something wrong with this statement.
We have to be thankful that finally you have two good people working in the the comptrollers office ,the comptroller and his assistant.
I do hope that whatever advice they give to you and the board will be taken seriously.
They know how to run the finances of a town..

Anonymous said...

Yes, and this could save us from having to build a much bigger public safety building.

Anonymous said...

Paul have you made that call to the state police to see if they can oversee Greenburgh.
We are waiting for your answer.
If this could be a savings to the taxpayers see how itcould take place.
Our police dept.is getting a little too much as far as their overtime goes .I think there are more men working inside than outside.
Some make more money in overtime than their basic pay.
Paul give us a break.
We know that you like to be kind to everyone but the way the economy is going you have got to stop giving into all the police demands.

Dearest anon 8:24,

YOU DONT KNOW WHAT YOU ARE TALKING ABOUT !! YOU IDIOT

Why dont you spend more time investigating the fire departments in the town...see why they needed a 5,000 brass bell for the front of their truck. Or see why the tax payers bought the commissioners new gold watches.

When was the last time there was a fire in Greenburgh ?? Im sure that police are working much more than the fire depts.
