update: flood control study--E Hartsdale Ave

We are currently developing flood control alternatives for the Hartsdale Brook Study. We anticipate providing your office with a preliminary draft report for your review and comment in 12 weeks.
Please note that our surveyors have completed a detailed survey of the existing storm drainage system which passes through several buildings along East Hartsdale Avenue. Certain sections of the existing system were inaccessible and our surveyors are not equipped to handle confined space entry (i.e. oxygen tanks, fans, back-up sensors etc). The survey data we have obtained is adequate to define the nominal capacity of this existing system which will likely be paralleled with a new system.

Paul This flooding took place 13 months ago and we were told on your blogsite the study would be on Feb. 8th. Now we have to wait almost another 4 months. What gives here?

What's wrong with this picture?

Duh, if the pipes were of a large diameter, there would not likely be a problem of blockage and thus less of a reason to inspect.

But since pipes are what they are, survey companies should have at their disposal, remote operated drones that inspect, relay video and even solder cracks without a presumed bulky human presence.

Did the Town Board hire a firm that is without this capability?
Is it possible that a firm would write that they have completed a "detailed" study but say don't worry, we're making guesses about what we couldn't inspect and, by the way, we'll be a little late with the preliminary report?

Is this the same firm that was looking for leaks on the Titanic?

Paul, please get back to Ms. Bello and ask her to post a better excuse.

Permit me to interpret:

The system is clogged with debris, broken grates and tree trunks as was noted a few years prior, recorded, and ignored by the town thus making areas inaccessible to our team without bringing in an oil rig.

The survey data we have obtained is adequate to define the nominal capacity of this existing system which will likely be paralleled with a new system.

The current system can not handle the runoff and you guys need additional pipes. Badly.

We anticipate providing your office with a preliminary draft report for your review and comment in 12 weeks.

We’re giving you some time to get a story together as YOU have neglected the system and ignored the problems. If 12 more weeks isn’t enough to find a suitable, innocent, entity to blame, just give us a ring. We can always delay our report a little longer however, will require OT compensation. Ok?

He also has stated that Starbucks will be moving into the old Gaseteria on Central Avenue back in July of 07.Where is all the updated info on these topics as well as others this man is so quick to post here?

Why is this flooding problem given to babies to research.
The town should have givenit to a firm as soon as it happened not to say that the DPW would look into it.
This department can't get out of their way none the less fix a problem that is tearing up a great bussines section.
Paul smarten up get the big boys to do the right job and let the children continue sleeping.
If this department cleaned out catch basins when they had nothing to do we would not have flooding problems along all the roadways.
Instead the taxpayers are paying mega bucks in overtime and the most important jobs are not taken care of.
Well thank you ,the residents voices are never taken seriously but the DPW's voice is always believed and acknowledged as being the truth.
Paul this study should have been completed when it first came to light instead you wanted to save some buck but you know what it has cost you more and it will cost more in the end.
Too much time as been wasted by letting a town department handle the matter.

Paul have you ever realized that sometimes the work that you designated to be done inhouse costs the taxpayers more money than if the right company were called in to investigate and do the work.

There are many reasonable criticisms that can be made from armchairs, after the fact, regarding Feiner.

One that has the least traction would be your concern over how he runs HIS blog.

Isn't it enough that he provides this forum?
If you don't like it, don't come.

Maybe he doesn't know about Starbucks. Maybe he only heard a rumor? Maybe what you've been reading about Starbucks' problems
has something to do with this. Maybe it is taking longer than expected. All of these possibilities and no one suggested them to you? Maybe you should take a break from the blog and go visit the world outside. There's a lot more happening there than ever appears on this blog.

Likewise, the topic that you're writing on IS the update from what he posted regarding February 8. But if you're so worried about these things and your news source, this blog, hasn't given you the weather and traffic report also, why don't you just call him?
If you don't know the number yet, just ask for help c/o this blog.
Moving beyond the trivial, there is something that wasn't so bothersome.

WHAT you might have questioned more legitimately is: after all this time, what's going to be delivered to the Town in three months is only a Preliminary Draft, not even a draft? Or does this consultant generate work product that is as clear as how it is described?

I'm wondering, when does the Town get to the next step, the draft.
And then when does the Town get the preliminary Study and then, at last, the Final Study.

But not to make more a mockery of SERIOUS MATTERS, I do wonder who is supposed to do what.

I assume that when a consultant is hired to study and write a report, that it is THEIR work and expertise that has been solicited and paid for. With this thought in mind....
Perhaps if 5/2/08 at 7:22 is still with us, he/she could interpret:

The way I read that is that we'll fix it to read the way you want it to read.

In real estate appraisal the equivalent professional certification to a medical doctor is the designation MAI after the appraiser's name. What skeptics in the industry spell out as
"Made (the appraisal) As Instructed.

Is the flood control study also MAI? Mr. Regula, any thoughts?

I hope that that the comptroller's
report will show how the residents were robbed -------
With the library plan and all the towns overtime not mentioning the departments this time arround.
He should have done some of the homework that shows the wrong goings on in this town.
Mike you took over a job that will probably give you high blood pressure when you realize that the town was not run right for quite some time and reports were made to suit the departments without the true input to the supervisor.
We have not had a good comptroller in this town for years.
Maybe with you and your assistant this town can be saved .

I hope the new residents know what a mistake they made to move here in Greenburgh.
Did you tell them of how high the taxes will be for the next few years.
I doubt it the best pictures were shown, all the parks and services but did you tell them what the costs would be.
Did you tell them of the double didget taxes for the uncoming years ? What good things were discussed to make this place the second heaven.
