GOOD NEWS FOR DAUGHTER OF EDGEMONT SCHOOL CROSSING GUARD

Great news. In April I shared the following e mail with you about the daughter of an Edgemont school crossing guard who needed a kidney transplant. The transplant surgery was done today. Heather has a new kidney! I'm thrilled. Spoke to her father. The donation was from one of her family members.

You are invited to a very important meeting on Monday, November 8th at 7:30 PM at Greenburgh Town Hall to discuss the future of Central Ave. Civic leaders, town officials, members of various Boards and Commissions that deal with land use & community members will be invited to interact with property owners, realtors, businesses at this meeting --to strategize.

In recent months Central Ave has started to show signs of positive activity. Shoprite will be opening at the Midway Shopping Center in October. Walgreen’s is building a new drug store. Hurricane Grille and Wings will be taking over the spot that used to house Mitty’s Restaurant. Construction of a big new restaurant—Banzai- is proceeding. ZaZa Café is a colorful new addition to the avenue. Looking forward to Eldorado III. Red Barn Pizza re-opened recently.–There is a new Paint your own Pottery store, Green design expo, London jewelers and Gran Café.

Although there has been some good news, there are still many vacancies. These vacancies are having a negative impact on our tax base --hurting our schools and local governments. The empty stores are also impacting sales tax revenue we could be benefitting from.

I have been meeting with business leaders, property owners and realtors to discuss action steps the town could/should be taking to help revitalize this important business corridor. The purpose of this meeting will be to continue the dialogue--and to include other stakeholders in the discussion.

If you have any thoughts/suggestions that you would like to share with the other attendees, please forward to me and I will make sure that everyone we invite to this meeting be given a copy before the meeting.

The economy is obviously hurting Central Ave businesses. The avenue could expect additional difficulties once Ridge Hill opens--which is expected to happen in 2011. We need to be proactive and to give Central Ave the highest priority attention.

Help the Greenburgh Library Board of Trustees Plan for Your Library’s Future
The Greenburgh Public Library Board of Trustees is in the process of developing a long range plan designed to ensure that your library delivers high-quality 21st century library service. As part of this process, we are soliciting opinions and ideas from community residents through two different mediums - focus groups and a survey. We want your thoughts and ideas regardless of whether or not you currently use the library. The Greenburgh Public Library Board of Trustees highly values your input. The results of this survey and focus group meetings will be added to the GPL Long Range Plan which will guide your library into a successful future.

Focus Group Meetings will be held in October and November, and will be announced as they are scheduled.
The survey is now available on the library’s website. We hope that you will take the online version by clicking on the link provided on the website. All answers will be confidential and automatically tallied. You should be able to finish it in about 10 minutes or less. If you would prefer to take the survey in paper format or in Spanish, please obtain a paper copy from the circulation or information desks at the library when they become available.

E HARTSDALE AVE SIDEWALK SALE TO BE FOLLOWED UP WITH DECEMBER HOLIDAY MUSICAL

Congratulations to Town Clerk Judith Beville, Lee Mouzakitis and Adriana Volpe for organizing a very successful E Hartsdale Ave sidewalk sale on Saturday. The event was a tremendous success - free food, great music, interesting outdoor tables, a colorful farmer's market and family friendly activities for children.
During the event Town Clerk Beville and I discussed the possibility of organizing a holiday musical event on E Hartsdale Ave at the beginning of December to kick off the holiday season. We will invite area church and synagogue choirs to perform. Other musicians will also be invited to participate.

one less vacancy on e hartsdale ave...update fisher ave bridge...auction of town properties

GOOD NEWS-- ONE LESS VACANCY ON E HARTSDALE AVE! FRANKIE & FANUCCI’S HARTSDALE, PLANS TO EXPAND THEIR RESTAURANT, TAKING OVER A VACANT STORE FRONT (THE OLD BAKERY). THE BAKERY MOVED TO A LARGER SPACE ON THE AVENUE.

UPDATE --FISHER AVE BRIDGE

Through the summer, we have worked with our bridge consulting engineer and examined several repair alternatives. We also have performed tests to the existing concrete substructure to further refine the design.

Final plans were received on Tuesday. Our contractor is reviewing the plans and preparing a construction schedule. Additional information will then be distributed.

The problem specifically is the steel support beams under the closed side are so severely deteriorated that they can no longer support the traffic.

The Greenburgh Town Board had an auction of town owned property last year. Although we reached an agreement for the sale of the waterwheel property as affordable housing and sold some parcels of property - many parcels were not sold. We are going to try again this year. We have already received some interest in two of the parcels that did not sell last year. Once sold these properties will be restored to the assessment rolls and will pay taxes.

All saleable lots shall be sold by means of a sealed bid process, with the minimum price to be set at the outstanding taxes owed, or the market value; and each property identified to be sold is hereby annexed on the attached schedule and will be conveyed by quit claim deed. The Town has prepared a packet of the properties with detailed information pertaining to each, available online for free at www.GreenburghNY.com.

Do you have high school students who love to sing? A rare opportunity has presented itself for our area high school students to participate in an “Open Mic” session this coming Saturday, September 25th beginning at 12:30pm. We are hoping to attract at least one student from each of our area school districts to participate. Performances will be video-taped and shown on the local Town of Greenburgh cable television channels.

In order to fill a current vacancy on the Library Board, the Greenburgh Public Library Board of Trustees is seeking a resident of unincorporated Greenburgh to serve out the remainder of a term on the Board of Trustees. The current term runs through December 31, 2012. NYS Education Law authorizes the Board of Trustees to fill a vacancy created by a resignation.

WESTCHESTER AND METRO NORTH SHOULD IMPROVE COORDINATION IN EVENT OF A METRO NORTH SHUTDOWN
BEE LINE BUSES SHOULD HONOR METRO NORTH COMMUTER TICKETS
Greenburgh Town Supervisor Paul Feiner is urging Westchester County, Bee Line and Metro North to improve coordination in the event of a Metro North shutdown. Today, Metro North was forced to close down Grand Central Station to commuters for a number of hours due to a fire underneath a bridge..
Among action steps Metro North and Westchester County should take: the Bee line buses should honor metro North commuter tickets if there is a shutdown of commuter train station due to an emergency. Bee Line could be reimbursed for the additional service provided to Metro North commuters by Metro North later on.
The county told commuters that metro north cards would not be honored.
Westchester and NYC should use Grand Central station shutdowns, like the one we experienced today, to test out evacuation procedures. If people had to leave the city in an emergency and did not have train service - can transit officials quickly increase the number of buses that serve Westchester commuters? How quickly can Bee Line increase its fleet of buses? How many buses can be added to the fleet in a short period of time?
Today's incident highlights the value of saving the Westchester-NYC bus line, which was threatened with elimination earlier this year. The Westchester-NYC bus service provides the county/region with the infrastructure to provide commuters with a way out of NYC in the event of an emergency. If the bus is ever eliminated - we will be much less prepared.

RAN YONKERS half MARATHON IN 2 HOURS AND 10 MINUTES

Ran the Yonkers half marathon (13 miles) in two hours and 10 minutes. The route is hilly and difficult--left from the Yonkers library---headed to Hastings along the beautiful Hudson River. Then back to Yonkers --to the Yonkers/Bronx border. Back to the library. Kept up with some members of the US Marine Corp cadet class. Didn't win the race but pleased I finished.
Yonkers Rec deserves to be commended for organizing a great race. The event was fun, the staff that worked the race was excellent and helpful.

Last April, Lewis launched "Start Me Up," a consulting agency that helps small businesses take take flight.

"Over the past two years, I have been involved in the start-ups of two small businesses--one in California and in the other in New York," Lewis said. "And after a process of uncertainty and soul-searching, I realized the very act of starting businesses is what I do best. I enjoy building things--creating things out of nothing."

Tomorrow, Lewis will be one of the key speakers at an unemployment forum at the Greenburgh Town Library in Elmsford. By speaking at such events, Lewis hopes to empower locals who are unemployed--most likely not by choice--to embark on careers that may potentially be more fruitful and fulfilling than the ones they previously had and lost.

"What I tell people interested in starting a business is that they need to find something they're passionate about," Lewis said. "They should think, 'I'd like to spend my professional life dedicated to...' And then each individual fills in the blank."

Lewis believes there are two main stumbling blocks for business-rookies, which account for the 90 percent failure rate of up-starts nationally.

"The first mistake is lack of planning," Lewis said. "People cut corners on the numbers portion of their business plans. They underestimate how much money they will need to take off."

The second mistake, he said, is lack of fundraising.

"A good business plan will let you know how much money you'll need to put into your business to get it running and profitable without compromising your lifestyle," Lewis said.

A former high school math teacher, Lewis said he could be helpful to new business owners who are not sure how to do all the necessary calculations.

Lewis' advice on fundraising is to approach friends and family first.

"If you have a solid business plan that you believe in, and you sit down with friends, present it to them and then ask for a small investment, you can earn a lot of money that way," he said. "But you must convince them the investment is safe."

However, all obstacles aside, Lewis believes now is the ideal time to dive head-first into small business ownership.

The five points he uses to make his case are:

1) People who are unemployed have time to plan and raise funds.

2) Because so many other people are out of work, you will be able to find partners or employees willing to work for less than in a good job market.

3) Banks are looking to lend, and the government is giving them incentives to lend to small businesses.

4) Many companies have gone out of business during the recession, so there are holes in the marketplace. In Irvington, for example, Lewis said the only gourmet food store went out of business a few years ago. Now that another one is opening, residents are very excited.

5) Because other standing businesses have cut back on marketing and publicity, it will be easier to infiltrate markets with competition.

Because "Start Me Up" is a start-up itself, Lewis has offered to work with locals who attend tomorrow's forum free of charge.

"I understand that people have trouble making changes," Lewis said. "There have been times in my career when I wasn't sure what to do next, so I hope to help other people during that exciting, yet frightening, phase."

Greenburgh's unemployment symposium will take place on Wednesday, Sept. 15 at 10:30 a.m. in the Greenburgh Town Library.

Feiner encourages all locals currently out of work will attend.

The library is located at 300 Tarrytown Road in Elmsford; tomorrow's event begins at 10:30 a.m. Admission is free.

NYS should let people vote by mail

The poor turnout (and new election machine problems) in todays primary for state-wide office highlights the need for New York State to do something differently--NY should do what Oregon & other states have been doing. Let voters cast their ballots by mail over a two week period.
Voting by mail would make it easier for people to vote. Turnout would increase and NYS taxpayers would save many millions of dollars because there would be no need for election day expenses.
Voting by mail is easier. Voters can reflect on the ballot at home in a less stressful environment. If they have questions about referenda they have more time to ask their questions.
In Oregon voter turnout has increased significantly --by as much as 40%. Having elections by mail would result in no election inspectors & pollworkers,no extra paychecks, no rentals of voting locations, no early morning hours for election inspectors, no election day set up problems, no confusion where people have to go to vote. And, since everyone would vote by mail - no need for absentee ballots.
Voter lists are easier to maintain because ballots that are returned as undeliverable will cause the Board of Elections to check the registration and to remove the name from the ballot.
In Oregan voters have two weeks to cast their ballot. This provides the electorate with the chance to study the issues carefully and to have questions answered.

PROBLEM WITH NEW VOTING MACHINES--PRIVACY AND WASTING PAPER

The new voting machines are horrible. There are privacy issues. Election inspectors look over the shoulders of voters as they scan their ballots in the scanner --causing voters to wonder if someone is watching how they voted. And, lots of paper ballots will be thrown out because most people don't bother to vote. the old machines were better for the environment and did not waste so much paper.

crime statistics--crime down during first six months

Chief DeCarlo today released statistics on Part I Criminal Offenses for the first six months of 2010. Part I Offenses are considered serious crimes by the United States Department of Justice. Included in this category are Aggravated Assault, Burglary, Homicide, Larceny, Motor Vehicle Theft, Robbery and Rape.

During the first half of 2010, a total of 381 Part I Offenses were reported to the department as compared to the 471 reported during the first half of 2009. This represents a decrease of ninety (90) offenses constituting a decrease of approximately 19%. Decreases were noted in five of the seven crime categories with Homicides remaining unchanged and an increase in felony assault from 11 in 2009 to 15 this year.

The largest decrease was motor vehicle thefts which decreased 55% this year. Burglaries which had shown an increase of 45% from 2008 to 2009 was down 47% this year.

In reporting these statistics, the Greenburgh Police Department utilizes the New York State Incident Based Reporting System (NYSIBRS) as opposed to the Uniform Crime Reporting System (UCR) generally employed by police agencies in New York and throughout the nation. The difference in the two systems is that NYSBIRS, which is based on the U.S. Department of Justice’s, National Incident-Based Reporting System (NIBRS), reports multiple offenses committed during the same incident while UCR reports only the most serious offense involved in the incident.

For example, utilizing the UCR system to report an incident where an individual unlawfully enters a building to commit a crime (Burglary) and while in the building forcible rapes (Rape), robs (Robbery) and murders (Homicide) a person, would result in the single Part I Offense of Homicide being reported, since Homicide is the most serious offense related to the incident. In contrast, however, use of the NIBRS format would result in four Part I Offenses being reported; the Homicide, a Rape, Robbery and a Burglary.

Since NIBRS reports all crimes associated with an incident, the number of offenses reported is quite likely to increase even though the number of criminal incidents may decline. The data collected by NIBRS does, however, provide a more comprehensive description of criminal activity thereby allowing law enforcement to utilize its resources in a more efficient and effective manner. In New York State today, 232 police agencies report crimes utilizing

NYSIBRS. Fourteen municipal police departments in Westchester use the format and of these, Greenburgh and one other agency have passed all New York State and Federal certification requirements. Although a comparatively small number of agencies presently use the NIBRS format, this number will continue to increase each year and there is no doubt that it will one day supersede UCR as the standard for reporting criminal offenses in the United States. The Department’s new computer system that was implemented in June 2009, will only document reports in the NYSIBRS format so we can no longer compare NYSIBRS reports against UCR reports for this department and UCR reports of other agencies.

speakers for wednesdays meeting on finding a job

There is almost nothing as depressing as being out of work. it is scary, stressful and sometimes TEMPORARILY discouraging.
We want to be of help to our neighbors who are seeking employment. This Wednesday, September 15th we will be hosting a job networking meeting at the Greenburgh library at 10:30 AM. If you are out of work or have a friend/neighbor who is job hunting - please encourage them to attend the meeting.
For almost two years I have been sharing job opportunities with residents who subscribe to a jobs e list. I also started a free jobs website: www.linkedin.com (greenburgh jobs group. A number of people have been posting other job leads on the site. I am willing to meet with any resident who wants to pick my brain re: job hunting leads.

I was out of work for 1 year and was hired by Lord and Taylor Dept.store about 3 weeks ago.
The store is located in Eastchester and I know they are hiring.
I actually had to turn down their Full Time offer (since I am in school) but I kept the Part Time job with them.
Do not give up. It is a numbers game. The more resumes you send out and the more interviews you get, eventually one will hire you.

9-11 run saturday...dog swim sunday..work session tuesday..job fair wed...fun events..hydrant flushing

GREENBURGH 5 K MEMORIAL RUN TOMORROW-- 9/11 at 9 AM
Please join me at the memorial 5K run tomorrow. We will start at VE Macy Park at 9 AM. The entire run will start and finish at VE Macy Park in Ardsley on the S County trail.
The start and finish will occur at the V.E. Macy Park near the Great Hunger Memorial. There is plenty of parking and a portable toilet available. The reason why this course is ideal is because it is completely self contained so runners will not need to be concerned about motor vehicles. We will be closing the trail for a limited time to foot and bicycle traffic so it will be essential that we begin on time. The park and trail are located on the grounds where The Cantina restaurant once was.
Park Access: you can only gain access to the park by using the Saw Mill River Parkway going NORTH past Exit #17 (Dobbs Ferry/ Ardsley Exit). The entrance to the park is approximately a half mile further on your right. Those runners traveling south on the Saw Mill River Parkway must get off on Dobbs Ferry/ Ardsley Exit #17 and follow the signs to get back on the Saw Mill River Parkway traveling NORTH.
Race start time is 9:00 am SHARP.


DOG SWIM THIS SUNDAY AT AF VETERAN POOL FROM 10 TO 2 PM---One of the most popular events we sponsor each year: a dog swim for dogs. Dogs are invited to take a dip at our town pool, located off of Heatherdell Road. Over a 100 dogs (large and small) usually jump into the pool and have lots of fun. Their owners also enjoy watching their dogs show off their aquatic talents...

During the test, sediment may be stirred up in the water system causing browning of the water in the test area. The water will clear after a short time and is safe for drinking and cooking. Each morning WFAS radio will broadcast the streets and area that will be affected by the testing.
