CAPTAIN DECARLO TO HEAD POLICE DEPT AFTER KAPICA RETIRES


The Greenburgh Town Board has appointed Captain Joseph DeCarlo as Police Chief-designee for the town. Chief John Kapica will be stepping down later this year and will be working with Chief-designee DeCarlo so that there will be a smooth transition. Joseph DeCarlo was appointed to the Police Department in 1977. He was one of the first members of the department to be certified as a Police Paramedic. He has served as a Detective, Sergeant and Lieutenant. He was the departments' Special Investigations officer and also commanded the department's patrol division. Captain DeCarlo has also commanded the department's Detective division and is the Accreditation Manager. He has worked with the Juvenile Aid Unit and the Greenburgh Drug Task Force. He was largely responsible for the department twice receiving state accreditation. Captain DeCarlo ranked first in Westchester County on 1996 competitive civil service examination for the rank of Captain. He resides in Hastings on Hudson and attended Woodlands High School. He received his BS from Mercy College in Sociology.
The Town Board interviewed three candidates for the position. Each is highly qualified. We also reached out to members of the community seeking input from the community regarding the new police chief. We appreciate the comments we received from residents and civic leaders during the past few weeks.

Well, the best man won. He may be a lifer, but he is a good man, and will make a great Chief. Now all we need is a Police Commissioner to oversee everything.

I can't believe that you guys finally made a good choice for this town.

You have chosen the best man and believe me you will be proud for this choice.

Sorry that someone on the board didn't see it in the same vein as the rest of the board.
Thank God the four votes were there
to pick the right man.

If the appointed Police Commissioner were a "political hack", I would agree with 8:42PM. But just as we do not allow the Generals and Admirals to run our military without "civilian" oversight, so too ought the Town of Greenburgh strongly consider a "civilian" Police Commissioner.

As a nation, as President Obama in his campaign stated and restated today, we must change. We will have no choice. One small step for change, one giant step for all.

Ms Brown abtained because she couldn't bring herself to vote for a white policeman.

Brown showed much ignorance and proved a point how much she resents the white people.

This is the second time that she did not vote on a promotion of a white police officer.

If she really feels this way she should leave because she shows signs of only working for one part of town Fairview

The Fairview area has received more than enough within these years.

Is she playing the other areas of Greenburgh???
To me she seems like a very vindictive person, one to be watches closely.

Ms.Brown did not vote for Ellis Christmas because he was involved in the big investigation at TDYCC and he knows all of bad things that were going on there!

Christmas and his girlfriend who pior to working at Town Hall worked at the TDYCC provided Chief Kapica with social security numbers and names of summer employees hired to work at the TDYCC.

The names and social security numbers of all summer employees was readily available to the Police through the Town's Payroll Department, i.e., the Town Comptroller.

Where did this entire investigation begin?

Unlike many board members Brown is not a puppet. As for not voting for Christmas would you vote for someone who has openly stated that Chief Kapica and the police department were out for her and anyone in her family?

Congrats to Capt DeCarlo. He will do a great job. The future is bright. Everyone should just look for the good in others and look for ways to better themselves and those around that person will become better as well. positive minds help solve problems. Good luck with your promotion Capt DeCarlo, the Ploce department will move foward for the better.!

Congratulations to the police chief to be. Hope that you don't behave like Kapica who started an investigation to keep the lid on his racist remarks, orders, and actions most of which are known by the Town Supervisor and members of the town board.Talk about a cover-up. Just ask Paul about how Kapica would solve the problems with crime in Greenburgh and his use of ethnic code words.
