HAND RAILS ON ARDSLEY ROAD BETWEEN SIDEWALK AND ROAD SUGGESTED


This past Sunday an Edgemont neighbor, Paz Kaspi, stopped by at my supermarket problem solver desk to discuss a concern some commuters may be experiencing.
Last year the Greenburgh Town Board amended our town policy and directed town staff to clear sidewalks of snow on Ardsley Road - between Edgemont Road and the Scarsdale train station. Ardsley Road is used by many commuters to get to and from the Scarsdale train station during the day. The road is on a steep hill. When the snow was not cleared from the sidewalks - many commuters walked on Ardsley Road -- which is extremely dangerous.
Mr. Kaspi is suggesting that the town encourage the county (the road is a county road, not a town road) to install an attractive hand rail between the sidewalk and road. This would encourage commuters to use the sidewalk and could also increase safety of commuters ------especially if there is black ice on the sidewalk. If you are using the sidewalk and observe slippery conditions you would be able to hold on to the rail.
I would like to encourage commuters who walk up and down Ardsley Road when taking the train to advise me of their thoughts about this suggestion. I am especially interested in obtaining feedback re: whether commuters would support the placement of an attractive looking hand rail along Ardsley Road. I also am interested in determining if many pedestrians still walk on Ardsley Road when going to or from the Scarsdale train station instead of the using the sidewalk. Caring about pedestrians on the county road is nice. Now please show concern for drivers on a town road (Sprain-Ardsley interesction). You have no authority over the handrail matter on the county road, but you are the supervisor when it comes to town roads.

P.S. For those unaware, Ardsley Road is a county road from the Scarsdale line to Central Park Avenue, and a town road from Central Park Avenue to the Ardsley line. A traffic light is needed at the intersections of Ardsley Road and Sprain Road, but the town has chosen not to even install two simple stop signs that are so desperately needed.

The police chief recommended against the traffic light on Ardsley Road and Sprain --and also recommended against having a stop sign at this location.

so nothing can be done to improve the sight lines at this location?

Wow! What in the world is his rationale?! I can't think of a more needy location for a four-way stop.

6:12 try stopping on that bad turn when it's dark and someone is stopped at the stop sign "many more accidents will occur"

That's why they make "Stop Ahead" signs. Absolutely ridiculous that the safety of this intersection continues to be ignored. I'm sure that this neglect wouldn't happen if it were along Manhattan Avenue.

Of course when GelSprain was proposed our Town Board had a golden opportunity to insist the developer "donate" land to make the intersection more navigable as part of the package to grant the building permits - but because there is no one in Town government whose thoughts of the future go any further than the next election and there were no votes to be garnered (only developers' dollars to be lost from candidate warchests) the idea never occurred to anyone.
Wake the heck up guys! It will never, ever, ever be 1991 again. Greenburgh has continued to grow in spite of the desire of our Supervisor to remain a small, green (perhaps moldy?) backwater in lower Westchester. The things that haven't grown are our tax base and our infrastructure - because of a misguided concept that if you don't build they won't come. They have come, and with a vengenance.
Get real. Plan. Take control of development - don't let developers take control of the Town.

Mr. Feiner: Please post the specific rationale for not allowing the two needed stop signs on Ardsley Road at the Sprain Road intersection.

Just spoke to the Police Chief, John Kapica about Sprain/Ardsley Road. Because of grade levels leading to the intersection from the hill - a light or stop sign would create more accidents. The chief will be looking at his files and will e mail me a more detailed statement which I will post when I receive. He said all our consultants and traffic safety experts.have come up with the same conclusion.

so the bottom line is the town has no ideas!

thats why we need term limits - new eyes for olf problems.
