Revised Work Session Agenda of the Greenburgh Town Board
Tuesday – August 12, 2008

(All Work Sessions are Televised Live on Cablevision Channel 76, Verizon 32 and are streamed live. Work Sessions and Town Board Meetings will be aired each Friday, Saturday and Sunday starting at 7:02am and 4:45pm. Each segment will run for approximately 6 to 7 hours, depending upon the length of the two meetings.)

Top 100 Places to Live Banner might not be a wise idea. The methodology is being contested because of some situations like ours being classified in the wrong municipal category.

Could someone look into why Verizon still hasn't finished wiring for TV service in Unincorporated Greenburgh? I was really looking forward to having cable choice.

As long as you're looking at cable TV, why is Optimum being allowed to discontinue free access to Channels 75, 76, 77 and 78?
After September 10th or thereabouts, one will REQUIRE a cablecard or digital converter box to see our Town meetings. The monthly charge for the box makes it unaffordable for some people on limited incomes.
The Hillside Fools just aren't worth an extra $100 per TV per year to watch.

hopefully the town will investigate the cablevision situation and the verizon situation ... i thought the verizon tv deal was finalized a year or two ago, but some neighborhoods still don't have access

seems the revolution will still not be televised. it will be blogged.

Yes and the county needs money too. We should contact our state and county reps (ooh -- are any of them on speaking terms with Feiner?) and suggest that we were mistaken in buying Taxter Ridge. Feiner said it would be Central Park of the North. I see no ice skating, no ball fields, no running paths. Actually does anyone see anything except Danny Gold's back yard?

Relax with the banner, be lucky that they didn;t relize the villages were the reason Greenburgh was so high on the list. The greenburgh in your imagination includes the villages, reality is the village want out

Yesterdays' work session reached a climax when the gentleman presented his case about the sewer district to the board.
Well I guess he did his homework to the fullest.
Kudos for the sewer guy.
Let's see how the the town board will try to wiggle out of his findings.
He should receive the highest award given to a citizen who stands up to what is just and honest.
The board should give him the opportunity to check out the rest of the sewer districts to see what if anything wrong took place.
He stated his case as to what was done wrong and what he expects to be corrected.BRAVO!!!!!!

I don't know who the last person was who spoke at the session tonight.
Fist of all she should tie her hair back. She looked like a lost poodle.
She could not be understood by the viewing audience at all so why does she try to over and over again to put her ideas in action.
Veronica Lake she is not.
I understood that she was trying to put accross the leaf blower problem.

Tonight when I came home, at the Hartsdale Train Station, there were 3 police cars and officers. Our police dept. is so bloated and overstaffed and they show no common sense. They can be patrolling etc. What are they like buses, they ahve to go in groups. Kapica and Feienr must go.

How come the audit for the sewer districts isn't on the town web page. The only time we hear about it is when the sewer guy is at a work session. What has he found that you are all so scared of???

Is it true there's a pool in Greenburgh town hall amongst the town employees.

It's not fair. They get paid AND have all the fun. This contest should be open to ALL Greenburgh residents, including village people. After all, Juettner "allegedly" comes from a village."Allegedly," because the villagers from Ardsly deny it. After all, in 18 years on the Board she's done nothing for them. Ask Klondike.

If I had a vote I'd "punt." To close to call.

Morgan, without question, wins the clasping of hands, looking furtively out into space with a pasted on smile.

Ballots can be picked up at the supervisor's office until 5:00 PM, except when he has to leave early to pick up his daughter. On those "rare" occasions, you can call him at home until midnight to set up an appointment.

However all you sheehan fans, don't fret, Sir Francis is emerging as the candidate for the role of:

Although Feiner pontificates more, Sheehan is squeaking past him in lying about that which can be proven to be a lie.

And all of you poor slobs who've had to put up with Paul the Pontificator, lo these many years and were convinced no human would ever wrest the crown of "LIAR OF THE DECADES," away from P-O-P, are now "blessed" with "FRANCIS THE FABRICATOR."

The sewer guy is smart and well prepared. The sewer guys solutions are costly and need to be found acceptable by the state.

The sewer guy spent alot of time putting his case together. Check out his web site at www.sewerdistricttruth.com. His evidence is more than solid. He uses the Town's own documents against itself. He is an excellent investigator. The town should hire him to investigate the other sewer districts. BRAVO SEWER GUY! JOB WELL DONE!

Yes the sewer guy did his homework.
The residents were charged way over the stated amount by the town.
The town owes the residents a rebate on their sewer taxes.
This guy not only fought for his property but he included all in his sewer district.
This is an honest person.
By the way he did do all the investigation and the town can thank him and the Staee for getting an audit for free.
He should be allowed to check out all sewer districts because there is plenty wrong with them.
Thanks for being a tough investigator and sticking to your guns.

Not to in any way dampen your enthusiasm for the fine job Dominick (aka sewer guy) did, but while we're close by on topic, does anyone know what happened to the Hartsdale Flooding study? It was due a year after, this April 2008, and what happened to it?

Did it get flushed down the drain in a heavy rain?

Rumor is that the Town (aka Town Board, DPW) is not very happy with the results and that its conclusions find the Town at fault(aka negligent).
Not something the Town wants to face while fighting the battle of the bulge -- the budget.

Expect public comment to be further trimmed when these issues are finally unwrapped. Of course by then, there will be 124 new Resolutions to vote on, 8 new policemen to get promoted and 23 kids who did well at summer camp to receive certificates so don't expect much in the way of business.

And we'll want to present the new banner too.

Meetings must end by 11:00 PM.

The DPW is to blame for all the flooding in Greenburgh.
They are not doing their job in clearing catch basins on the roadway.
Regula knows the problem but he does not want to take care of it.
There's no money in it.
We could complain about the flooding from the streets into our homes from now to eternity .
If we do not get a new head person for this department nothing will
be done .
Paul thinks that this man is the best thing that has ever happened to our town well because he claims to save money on outside work.BULL S--T.
He may save you money but not the taxpayers. We have to have enough insurance on our homes to cover the town's negligence .

Let's have a party the DPW has cleaned the islands off of Fort Hill Rd, and Jackson.
THe sky is going to fall they finally did some work.
We have to congratulate them since this is the first time that they tackeled those islands.
I guess they finally got the right directions as to where the island were located.

I hope you read your blog. Regula needs to be TOAST! He has run public works for about twenty years. During that entire time he has cheated the public by keeping sewer hook in fees. Read what the sewer guy says. He is right on. Regula is also supressing the report on the West Hartsdale Avenue flooding situation because it makes him look bad.

Paul, your re-election isn't that far off. You better hurry up and get rid of this guy before he sinks you.

Paul ,when someone tells you to get rid of someone on your staff why don't you study the request by asking questions of his employees.
I'm sure every DPW worker can contribute to the WHY"S if they were asked.
I think that you are taken too long to see the handwritting on the wall.
He will take you down.
You can't keep saying that it is all news to you since many have expressed their opinions in the comments written on the blog.
It's time that you save your own ass rather than to turn a deaf ear to the public.

These are the contributions of Al Regula:

1. Trash For Cash Scandal

2. Library cost overruns. Don't forget, the library budget had 4 million built into it for cost overruns. Under Regula's stewardship, the extra 4 million is gone and then some.

3. Illegally kept all of the sewer hook in fees instead of crediting the citizens. He single handily cost taxpeyers untold thousands in tax breaks.

Paul, how much do you have to screw up in Greenburgh in order to get fired?

Ah the Sanitation Garage -
A project which was "on-time, on budget" right up until the first truck nearly knocked down the back wall. The driver mistakenly thought the whole truck should fit into the garage...Fortunately Regula was there to correct the driver's thinking by explaining that in order to avoid the Wickes Law the Town had taken some shortcuts - one of which was to shorten the length of the garage.

If he could not figure the length of a garbage truck,or the faulty construction of the library why are you kepping on to do more destruction to the town and our pockets. Smarten up PAUL .

Paul , before that noose chokes you how about talking to some of Regulas' workers.
They will give you an earful about a person whom you have put on the highest pedistal.
This too will be one of the biggest mistales that you have made and will make if you do not fire him .
Please don't wait to long.
The next step is meeting with the press and some of these workers.
Do you think that you can handle the bad publicity?
How can you keep a man as a head of a department who does not know the size of a garbage truck so a new garage could be built for the use of housing a few trucks.
Yes they built the garage but the trucks did not fit.
So what's inside at the moment.
The last time I was there there was salt and sand.
All that money wasted. Noe I understand they want more money to build another floor. Pray tell what will it store.
He was in charge of an all purpose room at Veteran Park. The dam roof leaked so many times and had to be fixed a few times also.
Now we get down to the library, He has cost the taxpayers more money because he did notknow his ass from his elbows about construction.
Boy kick backs are the greatest.
Paul wake up I hate to see you fall when you can be a man and stand for what is decient and honest
Changes have got to be made and it should be real soon..

Why hasnt the GHA paid the Town the money it goes for police? Didnt it recieve federal funds for the police protection? What happened to that money?

Stop blaming Al Regula for the mess. He was only taking orders from the Supervisor. The money didn't end up in his pocket, it ended up in the "A" Budget general fund, reducing taxes collected on a Townwide basis.
Regula is guilty of political pandering and violating his ethical principles by following directives from Feiner which both of them knew were improper at best and criminal at worst.
Regula is not an innocent, but his improprieties need to be traced back to their source - Paul J. Feiner!

Wait one minute the money Regula received from hook up fees is not accounted for. The state comptroller has asked the same question.Where is the money????
By the way the hook up fees according to the law should have lowered the sewer taxes in that district not town wide.
If the money went into the a budget it was illegal and if it was done Regula knew dam well that it was wrong.
Since when does Regula take orders from anyone but himself.
You know and we all know that he is a crook.
Check the last work session as I did and see what Regula is capable of doing to screw the residents.
His shinnanigans have been going on way before Feiner came into the picture.
For this one you cannot blame the supervisor.
He had something good going on until someone with brains investigated the sewer problem.
Would twenty years and better seem right to say that he had his way of doing things with no questions asked.
Well now the questions are being asked and the residents of all Greenburgh need answers because he operated within every sewer district.
REGULA WHERE IS THE MONEY?????????.

Yes you are correct there are so many departments where the money disappeared.
The Fairview center not only took tax dollars but also plenty of grant money.
Where did all this money go since the repairs were never made.
The housing received grants also but yet they still owe one half million to the town because they were granted the use of the Greenburgh police protection.
The people in charge are really showing their young ones how easy money is made.
Maybe these free institutions should be closed down to show that the town residents are getting tired of them stealing all the tax dollars that can be used in other areas.
Is the town board so bling as not to see or hear what is going on in these two areas.
why should tax payers be punished over and over again just to keep these people arround to steal all the money.

Don't blame Feiner for Regulas'
wrong doings.
Feiner was not the supervisor when Regula started his illegal business.
You can blame Feiners board and comptrollers for not picking this up.
We the taxpayers had a lot of trust as to how our taxes were established.Who would have thought that this man had this scheme going for himself and making us pay more and more money when we should have gotten money back.
He should retire or be fired.
For some in town they think that regula walks on water and parted the seas.
Well wake up he will cost you the next election.

Well the sewer tax was challenged let's see someone else take on the other taxes as the school,fire and town and county tax.
