SUNDAY'S LOHUD.COM HAS DATA BASE OF ALL TOWN/FIRE DISTRICT SALARIES

If you are curious...today's www.lohud.com has a data base listing all the top salaries of town employees and the three paid fire district employees. There is also a report on Police Chief Kapica's report listing the finances of the fire districts.

The real story said...

Feiner has known for months that the Journal News was planning to do a story on town incomes, that it would show that town cops by far make more money than anyone else, and that it would once again raise serious questions about his competence as the town's chief financial officer. Hence, he decided to enlist outgoing Chief Kapica in his effort to point the fingers elsewhere, which he often does, this time at the unincorporated areas' three fire districts.

Before that, he was tilting windmills at Westchester County, and before that, he was blaming the school districts.

But putting aside what Kapica and incoming Chief DeCarlo make, here's what the Journal News data shows:

This list is, of course, not complete, but should give taxpayers in unincorporated Greenburgh an idea of just how much money is paid each year to the Town's policemen. Bear in mind, that the average median income in Westchester County is only $100,000. Also bear in mind, that these incomes for the Town's cops does not include their health benefits and their pensions. In addition, bear in mind that with these incomes, their pensions, when they retire, will be substantially larger -- yet a further drain on the Town's tax dollar.

Against this background, the amounts paid to the fire chiefs and their personnel makes for a rather meaningless comparison -- unless you're Feiner and you think people in unincorporated Greenburgh are stupid.

These exhorbitant salaries should wake residents up. Much of these high salaries are surely overtime, and you can bet that some of the highest salaries, including overtime, are being paid to officers who are planning retirement (in their mid-40's, and they will take another job then, to "supplement" their pensions).

But that doesn't excuse the unbelievable salaries paid to the fire chiefs. These come from the fact that fire commissioners take care of their own and themselves, and the public votes without understanding what is going on. Consolidation is probably not the answer, but the public should demand reasonable salaries, and vote out those who are overpaying the fire department salaries.

11:42 don't be cute. There is a lot of ego and the kind of special treatment that comes from giving people lots of money that they personally don't have to pay up. And how do you justify the enormous salaries for the fire chiefs, and presumable their deputies?

Anon at 12:16, you have got to be kidding. Fire commissioners who are elected, but don't get paid, "take care of their own and themselves" by feeding their egos. How stupid do you think we are? Our elected fire commissioners have to pay the same fire taxes that the rest of us do. There are no special benefits being doled out to any fire commissioners. Town elected officials, however, have different agendas. Not only do they get a salary, but on top of their stroked egos, they get health and pension benefits, and the support, come election time, from the PBA. Who you guys kidding?

Quit carrying on about the fire commissioners. That's a red herring. It is the excessive salaries of the chief's, and probably other senior people in the fire departments, that are the problem.

It may be a problem in Hartsdale and Fairview, but it doesn't seem to be a problem in Greenville/Edgemont where, despite what the chief and deputies there make, the tax rate for the fire district is substantially less than that of the other two districts. If I lived in Edgemont, I'd do all I could to keep the fire district from consolidating, even incorporating as a village if that's what it takes. Otherwise, Edgemont will be subsidizing the other two districts. Of course, if nothing happens, Feiner will blame high property taxes on residents for not consolidating the fire districts, instead of looking at his own mismanagement of the town's finances.

The fire commissioners have no choice when it comes to salaries. If the commissioners and the fireman don't come to an agreement which is almost always the case, it goes to arbitration and the fireman always win. So take your anger out on the arbitrators not the commissioners who do all that they can to keep taxes low.

Maybe the Police are protecting the junkyard at Royal Palace from Mighty Joe Young's! It will certainly take at least five to make an arrest of someone stealing a light buld from one of the junked trucks at Royal Palace!

Here is the question Paul need to answer: Which Detectives investigated TTDY Center? Given their tremendous salaries, is it possible that we taxpayers spent $40,000-$50,000 to investigate a $500 crime?????

How much dis this study cost us tacpayers? Kapica and Edye "Oops I did it again" McCarthy make well over $100,000. How much of their time did this study cost? A study, I might add, whose sole purpose is to deflect the political repercussions of the Police Department making so much money away from them and onto our fire departments.

You asked Kapica and the assessor to give you a report on the fire house because they thought by doing this the rip off that the taxpayers are getting from the police dept would not come to light.

Since when does a patrolman make so much money.. What does he do.

You have one Lt. Working the computer all day.
You have some sargents working the desk all day does this qualify them to make top dollar?

Little by little everything is coming to light for instance how the taxpayers have and are being ripped off .
It first started with Taxter Ridge
Then the investigations on the sewers which has not been resolved since it stated years ago.Big coverup going on.
Investigations at the center.
The exposure program.
The mistakes made by the assessor
concerning our tax bills[twice]
This is not the way to run the
80th best town.

So Regula made all that money and so did his assistant how come. Were they not compensated enough with monies they received under the table.
You knew that this was going on because it was reported to you several times .
Regular was rehired as a consultant,Nanna rehired after he retired at a higher pay boy you have a good way of taking care of those that work underhanded.

You should have given the raises to the union workers instead of taking care of the two mentioned above.

The salaries don't include the side jobs they perform throughout the Town - are they making money on those side jobs while they are on Town time? Someone should investigate their side job hours to see if they overlap with the time they claim to be on duty at taxpayer expense. Most of those listed work side jobs for Bed Bath & Beyond, Morton Williams, Country Club Ridge apartments, Mighty Joe Youngs, Greenburgh Central 7, etc.

The reason Greenville Fire taxes are lower is because Greenville has the least amount of non-taxable not-for-profits organizations within it's boundaries. Fairview and Hartsdale are severely impacted by non-taxable not-for-profits.

Well it's about time that the side jobs came out in the light of what is happening here in this town.
You forgot McDonalds and Sams club.
Check out the Christmas Tree and Bed and Bath on 119.
You can see the patrol csrs stopping at these places bringing coffee or linch to those who are working inside. Is this not working on company time.

What about the patrol cars stopped at the fire houses. Does it take all that time to go to the bathroom???
Come on Kapica how about cleaning up your house before you take on something that dosen't concern you.
Watch your own men .

Crime is very low in Greenburgh so says the chief so why do the detectives receive such a high salary.
What is there to investigate?
Do they get paid this kind of money riding arround in an unmarked car for their whole tour.

Could it be possible that this agency has nothing to hide.

Extra jobs that the police have is at the cinema on 119 plus all the construction jobs where they have to direct traffic.

Howow much WAS the dollar amount of the crime at the center? Did it justify the lofty salaries of the Detectives involved? Does it make sense to spend money like that on a crime of an insignificant amount? When you add the salaries, overtime, benefits of the Detectives involved it probably is in the $30,000-$40,000 range. Wouldn't it have been better to fire everyone involved and then tell them to give the money back or else you would press charges and then let the DA's office handle it? The waste of taxpayer dollars on that project is astounding. Also, we have a former Detective and a Forensic Scientist on this Board and together, you can't catch a kid playing with his time card????? This is why the worst is yet to come!!!

Many of the police scandals in the police dept. were covered up.

The only one that was brought out was the one with that naughty lady and a police officer.
This one was covered to the extreem even having the council member who teaches forensics go out into the woods looking for evidence after a few months.
Did Kapica and Sheehan and the rest of the board think that evidence was hanging arround just for them to find.
Six years old have a better mentality than these men..
With this Kapica has the nerve to check and report on another
department .
Get the state to take over this towns police department.
The only reason they become cops is because they know dam well that they could get away with padding their time so they receive a higher pension at the taxpayers expense.
If they were honorable men they would do a better job in protecting the town instead of hiding.

When a few were asked if they lived here in Greenburgh their response was hell no it's too expensive but it's good enough to receive a good paycheck

Your financial illiteracy is showing.
Hartsdale and Fairview have larger fire district budgets than Greenville, so more money needs to be raised through taxes. They also have larger land areas and signficantly larger populations.
The tax rate may be higher because they have plenty of property "off the books" for a variety of reasons - but the impact is to raise the taxes of those who must make the payments TO COVER INFLATED, WASTEFUL BUDGETS.
Sorry Mr. Supervisor, didn't mean to raise my voice, but your fiscal ineptitude is the cause of higher taxes and trying to shift the blame is getting very old.

There is a but a handful of Greenburgh residents who take the time to follow what goes on with our Town. Because they are but a miniscule representation of the Town they are often labeled negatively. Where are the other 30,000 residents of Unincorporated? Do we really care only about the tangible services such as leaf pick-up, sanitation & snow removal? Doesn't anyone care about 31% tax increase over 2 years with a possible 15+% next year? Don't we care that there is fiscal mismanagement? Don't we care that one department is pitted against others? Don't blame Kapica for the fire dept. investigation - the directive came from the Supervisor & Town Board. Don't we care about the numerous lawsuits against the Town - many of which are a result of Paul Feiner's ineptitude? Why are the villages voting for our Supervisor & Town Board when they have no jurisdiction over the villages? Wake up Greenburgh - stop voting these idiots into office time and time and time again. Aren't smarter than a vote simply because of name recognition? Why does Feiner want a Stop n'Shop on Tarrytown Road?...it's another place for him to set up a free publicity office where he can sit and bulls...t people on Town paid time.

The people are happy with their Fire Departments and given the state of illegal and incompetant dealings the town is involved in, West Hab, West Help, Edye "Oops I did it again" McCarthy and her 2.4 million dollar Star Program miscue, Fortress Bible, Ted Young Center investigation, Sewers, etc., no one wants you and your cronies anywhere near something as critical as a fire department.

Paul Feiner & Co. had the audacity to ring my bell @ 100 EHA late one evening a couple of weeks ago. There is a sign in the lobby that prohibits any kind of solicitation. He pushed buttons in the lobby until somone was stupid enough to let him in...like a kid selling chocolate bars!

Everything I complained about on EHA resulted in the "yea I agree" response. He blamed the library for the loss of the bookmobile even though I know he killed the budget for it, he blamed the parking authority for the lack of parking for EHA residents even though I know that you can't fit 10 lbs. of potatoes into a 5 lb. bag - do the buildings care how many cars a resident has even though they can't provide the parking for them? He mentioned some nonsense about passing a resolution begging the feds to open a satellite post office on EHA (guess he doesn't follow the news - the post office is operating in the red). How about bringing back the bookmobile and operating the satellite post office from it? Maybe the post office could offset the cost of the bookmobile by paying the Town to operate a satellite office from the bookmobile. He gets all the seniors to vote for him because he blames everyone else for the deficiency of services to our seniors. We need a post office, we need the bookmobile, we need safe sidewalks, we need more lighting on the avenue, we need a supermarket, we do not need a farmers market that competes with existing businesses - now they have a vendor who sells prepared foods & salads - no refrigeration - where is the health department? I believe there are health codes not to mention yet another weekend warrior competing with existing merchants who pay skyrocketing rents & commercial tax to the Town while the weekend market vendor pays $50 to the Town! I could go on and on. Next time I will call the police and have arrested for illegal solicitation on private property!

1) Put the farmers market at Preisser Field (Central Avenue). Out of the way with more room. 2) Does Butch Nanna really make $140,000 as a Deputy? 3) Paul, how does it feel to make less money being the Town Supervisor than your employees of the Police Dept. 4)What are you waiting for to sell the Bookmobile? It just sits in back of the Library. 5) I really love seeing those firemen shopping at the A%P for their five course dinners with the engine running outside. 6) We must have a lot of traffic in the Town to pay Sgt. Gillies that salary. Unbelievable.

The Farmers Market now has a "pickle man" and someone selling prepared foods (salads - some which are mayonaise based). Two questions; why is the Town bringing in yet more competition for the existing local businesses and and secondly, aren't there health department issues with regard to selling prepared foods? This Farmers Market is going to put all of our local merchants out of business. Feiner will then blame it on somone or something else. Move the market to a less competitive location.

wE are also lucky that they have medical training.
Our men also respond to accidents on parkways.
They also respond to fires outside their area.

To the bronx fire fighter we need good honest men in our departments .

Bronx Firefighter if you want to work in Greenburgh, take the test like everyone else. but you probaly don't realize when there is a fire, there are only 2 FF's on a truck not like your 5-6. It always looks greener on the other side but we all know, it's not always the case

Feiner and friends won't move the Farmers Market because in Hartsdale is draws from Feiner's friends in Scarsdale (who contribute more to his re-election campaign than any other group except the real estate developers and their lawyers) and Preisser Field wouldn't.
Feiner's economic illiteracy makes him look up to "geniuses" like Ray Thomas and his friends - Feiner has no real understanding of either economics or finance, and feels neither is necessary to run the Town.
Perhaps the opposition candidates should run on a platform of bringing in a professional manager and reducing the Supervisor's role to a ceremonial one. No matter how weak a candidate made such a promise, many voters might respond positively to even the faint hope of a real change.

Paul leave the fire depts alone and let the state police take over our police operations. Thay can't even catch the dumb crooks. look what happened at TDYCC. That's what you should be worried about.
Town dept's . The article in the journal news says people would save 47 million in insurance rates if we merged with southern westchester excluding Yonkers.
you noticed it didn't say anything about lower taxes.

The bronx fireperson is really not a fireperson.
He's a wanna be.
He can't fight fires because he claims that he is disabled so he sits at a comfy desk job.

A true firefighter would never say anything bad about other brothers.
