MARCH 4 WORK SESSION AGENDA--SUMMARY OF LAST TWO WORK SESSIONS

ANOTHER OPEN GOVERNMENT GOAL---PROVIDING THE PUBLIC WITH ACCESS TO ALL RESOLUTIONS BEFORE EACH BOARD MEETING. In recent years residents have complained about the lack of advance access to resolutions that are being considered by the Town Board for adoption. At our work session this Tuesday we will discuss the possibility of posting all resolutions on our web site in advance of Town Board meetings and requiring department heads to submit final resolutions to the clerk’s office by a specific date/time in advance of each meeting.

Village Manager of Hastings – re: Proposed Fire District Contract

The Village of Hastings requested that the Town of Greenburgh consider an agreement between the two to provide fire protection services to the Donald Park Fire Protection District. The contract was approved on Wednesday, Feb 13

Theodore D. Young Community Center - Reorganization

An update was provided to the Board regarding the Theodore D. Young Community Center reorganization. It was confirmed that Valerie Whitehead would be appointed as the Acting Commissioner of TDYCC. Councilwoman Sonja Brown also reported that a Search Committee will be formed.

Ramifications of Bernstein’s Law Suit – Proposed Amendments to “The Finneran Law”

Discussions on this issue raised several questions regarding the opportunity for sufficient input from residents who live in the unincorporated sections of the Town. A special meeting will be held on Tuesday, March 4, 2008 7:00 p.m. to continue public comment and decide on the proposed amendments re: this decision.

Appointment of Two Town Board Members to meet with the Village Officials Committee (VOC)

Councilmen Kevin Morgan and Francis Sheehan agreed to serve as Board representatives to meet with the VOC.

Sunrise Assisted Living

Sunrise Assisted Living and John Meyer Consulting presented their proposal to the Town Board to develop a senior living housing facility on a parcel of land near Benedict Avenue in Tarrytown. The Town Board requested that the presenters conduct a traffic impact and economic impact analysis for each permitted principle use allowed on the site.

Westchester Federal Credit Union

The credit union has agreed to provide six “Welcome to the Town of Greenburgh” signs at designated locations at entry points to the Town. In addition, the credit union will install a sign on the grounds of Town Hall indicating their presence within the building.

NYSERDA Request to Share Office Space

The New York State Energy Research and Development Authority representative will be sharing space with Nikki Coddington at Town Hall for a fee and at no cost to the Town of Greenburgh. Board members support this request.

Library Board Interviews

Five candidates have been invited to interview with the Town Board for the vacant Library Board position. Interviews are being scheduled for March 11th during the Work Session.

Amendment of Taxable Status Date and Cold War Veteran’s Exemption

The County is expected to pass legislation on March 11th re: an exemption for changing the taxable status date from June 1st of the year to Mary 1st of the year. There are no financial implications.

Streaming Live of Work Sessions and Board Meetings

As a result of a new contract with Globix and the Town of Greenburgh, all meetings will be

streamed live as of February 27, 2008.

TDYCC Search Committee Update

Two Search Committee Chairs have been nominated (Mr. Sam Wilkins and Mr. Mel

Burrows) to coordinate meetings and help identify Search Committee members. To

Date, at least twenty applicants have expressed interest in the position of Commissioner.

good goal, getting copies of the the resolutions and local laws before Board meetings. I especially like the proposal to have these laws posted on the town web site. Paul's new team is keeping their promises to us.

Has the new Board made any attempt to cut costs? Overtime? Or does no one care about the TOV 20% budget increase? Guess not.

Well once again, the Journal News has an article with the Greenburgh Drug and Alchohol Unit making arrests in Irvington. I am mad that we in TOV are paying for policing all of Greenburgh. The last time there was a post, Feienr immediately posted that the Villages share in TOV policing/arrests. Well I dont see that. We need to cut down PD budget. Let the villages do their own policing.

First of all the villages should have their own police to do the policing ,if they do not have qualified personel try hiring
Do our police get compensated for their work by the entire area or does unincorporated fit this bill also.
We seem to be uncovering many wrong deeds that have cost the taxpayers much more .
Has anyone studied the hours and manpower used to have Greenburgh police working outside of the area.
How much extra does this cost us.
It seems the villages get the best out of the monies that the unincorporated areas pay in taxes.
Now the Finnernan law is coming back to haunt the taxpayers to please the villages.
Paul enough is enough.
The world will not come to an end if we cannot afford the parks.
SELL THEM WE DON"T USE THEM .
That's the problem too much parkland and not enough revenues to helpthe taxpayers.
What ever monies that the rec. dept. receives from the guests would never help relieve the tax burden.
So why threaten the residents that we will be paying higher taxes if we don't.
With all the bad planning done throughtout the years, you all have the nerve to say if the law is not amended the unincorporated areas will be in trouble.
I think we have been in trouble for a long time and will be for the years to come because of bad management.
So don't say that in not amending the Finnernan law will send us in a frenzy ,how much worse can things get.
Did you ever think that people will start fighting back for the misuse of their funds throughout the years.

NO AMENDING THE FINNERNAN LAW.
THE COURTS RULED FOR TAXTER RD. AND IT SHOULD STAY AS IS.
MONEY SHOULD NOT BE GIVEN TO FAIRVIEW ALONE.
THE STAT RULED IT WAS SUPPOSED TO BE SPENT TOWN WIDE..MEANING FIRE AND SCHOOLS.
IF FAIRVIEW SPENT MONEY LAST YEAR THAT THEY THOUGHT WAS COMING TO THEM TOUGH,YOU CANNOT SPEND MONEY THAT YOU DON'T HAVE.

TOWN BOARD MEMBERS AND TIM LEWIS JUST A REMINDER WHAT THE COMPTROLLER'S OFFICE SAID AS FAR AS THE WESTHELP MONEY GOES IT SHOULD BE USED TOWN WIDE .FIRE HOUSES AND SCHOOLS.
FAIRVIEW WILL HAVE TO DEDUCT WHAT THEY HAVE RECEIVED UP TO TODAY.
THEIR RULING SHOULD BE PUT INTO ACTION.
I AM SURE THAT YOU WILL FOLLOW THERE FINDINGS WITHOUT ANOTHER AUDIT.

Paul town wide means just that.
We had enough with giving away monies without following the laws.
The state decleared that the money should be dispersed throughout the town and I am sure that you all will follow the ruling to the tee.
Yes whatever was given to Fairview should be deducted from future payments.
The three fire houses and schools should be the sole beneficiaries of these monies since the conclusion of the audit said to be used town wide..

hello - the westhelp money is A budget money - it belongs to the villages also.

we are part of the town too. we pay for town hall, various town departments, and the salaries of all town officials like the town board etc.

giving to fairview alone is illegal.

On this I agree wiht the Villages, this is a fraud. Calling something townwide doesnt make it so. My guess, the villages will immediately cancel their co-operation agrememnts with Fairview (and we all know there was never any cooperation between the paid and unpaid fire districts), leaving the town open to a lawsuit. Why cant Paul respect the spirit of the law? And maybe avoid lawsuits?

Why does the board insist on giving away the westhelp money to the Valhalla school district and Fairview fire dept.
The state said that this was illegal but you insist in doing what you please.
Remember there is another department in Albany that would love to step in to investigate this further.
That being the Attorney General's office.
What you are planniong to do is right up their alley.
It's up to you to do the right thing which is the money should be used town wide.
Fairview already has gotten some of the pie now it's time for the other firehouses to get their portion.
You must listen to the comptrollers office in setting up the rules as to how this money is to be divided.

As mentioned last night, the TOV tax increase is actually more than 20%. NO ONE ON THE TOWN BOARD SEEMS TO CARE. They are not trying to cut bloated costs. We are providing police help to the villages. CUT. We are helping Fairvew to the tune of $1Million. CUT.

I guess the supervisor will still give Fairview the money promised illegally some time ago,
Does the rest of the board feel that they can also go against the ruling of the State Comptroller.
Did you all take an oath to uphold the laws of the land?
How can you try to enforce laws if you do not adhear to them.
The money is to be used town wide period.
Fairview already received a few years worth that's it.
Town wide means schools and fire dept.and police dept.

At last night special meeting it was mentioned that our taxes will be raised to 21% next year.
Are you guys crazy?
If this is so, start cutting programs in the rec.dept.or better still start selling some of the parkland.
You had better start cutting out police overtime .
You had better look into the retirement format for the PD.when their hours are inflatted .
This goes for any other person who is getting close to retirement.
You seem to forget that this is one of the biggest scams of any civil service employee' put in as much overtime this way your pension is greater'.
But who pays for all this scamming,the tax payers.
You heard at last night meeting that you are chasing the senior citizens right out of their homes.
One day you all will be in that position .
You are not trying hard to lower taxes but you are trying to punish us.
Sure you don't care because the salary that you receive for being a town board member covers your taxes fully and the money that you receive from your regular jobs is not used for tax purposes.So why worry about the ones that are having a tough time to make ends meet.

How about buy outs after twenty years.
One department head had said that he needs a few more years to work because he has a lot of commitments.
He has worked for close to thiry years and more.
Buyouts is the way all companies are saving money.
Oh I forgot this town does not know how to manage to impliment a method of saving taxpayers money.
You all hate to step on peoples feet.
Wake up it's time that you do something for the ones that pay all town workers their salary.

In the private sector, management doesnt get paid overtime. Do our department heads and section heads get paid OT. Who is authorizing? Who is watching the store?

Well according to the Journal News, Greenburgh police responded to a home invasion in White Plains. Now I agree home invasions are very serious, but come on, White Plains has a huge polce force. And the home was no where near the Greenburgh border.

We can not afford to police the world.

I see Greenburgh 7 is paying for their students to take SAT course? Who is paying? The Town, from its "Trust Fund" account. Be aware, any employee cutting or signing checks, the state is out there.
