Work Session Agenda of the Greenburgh Town Board
Tuesday – December 16, 2008 – 2:00pm
(All Work Sessions are Televised Live on Cablevision Channel 76, Verizon 32 and are streamed live. Work Sessions and Town Board Meetings will be aired each Friday, Saturday and Sunday starting at 7:02am and 4:45pm. Each segment will run for approximately 6 to 7 hours, depending upon the length of the two meetings.)

The Board may resume the Work Session at 7:30pm
to continue discussion of the 2009 budget.

just want to let all you town tax payers now how you have a fire dept. in your town that (1) has a fire chief that is (4) years over the state required retirement age and the board of fire commisioners and the state keep approving him for a (2) year extension he now 74 or 75 his wife is his secretary and sit's in on the commisioners board meetings which is her job and you don't think she goes home and tells him what goes on which is a major confict of intrest..
(2)fire fighters get unlimted sick time which means if i go out after work crash my car & can't work for 6 months i get full pay i do not go on disabilty and another fire fighter works for me at time and a half is that a great job or what...

Has anyone noticed that Spooktown (AKA Barnes and Nobel site) in Hartsdale was negligent and has not removed the horrible Orange paint off the wall. Last Year this was done after a few days they closed and I believe was part of the agreement. When is this building going to be painted a decent color ( white) like last year?

Dear 9:50
The indeppendent fire districts are just that - independent.
The Town has NO jurisdiction or responsibility except to act as the receiver of taxes.
The districts are governed by elected commissioners - complain to them or run against them.

The fire chief in question is none other than the one that also receives the $100,000.00 illegaly from the supervisor.

What is the Town doing regarding the lawsuit by a village resident that police services can not be charged to village residents? The logical response is to eliminate the marine and swat units. If they dont want to pay, fine, but lets get rid of those units then.

That fire district is in fairview which we all know that this area receives all our tax dollars.

When it comes to fairview the supervisor does not follow the laws.

One village resident wants to have the police charges for swat and marine units not paid for by the villages. he doesn't speak for the villages just as bernstein doesn't speak for unincorporated greenburgh.

I understand that the lawsuit re the police services in the A budget is only on behalf of one resident, but the town should still address the legal basis of his suit. Our town has tooo many legal issues -- we need to stop ignoring them.

When a responsible person or entity is sued, the response is to read the suit, and evaluate it, and think about how to proceed. Personally, I prefer to get rid of the Marine and Swat units. But if we dont, why doesnt the Town share get charged to B budget (oh wait, we have no rivers in the unincorporated area), and the Villages pay their share. If they wont, then we have to decide if we want these units for the TOV only.

In proportion to population, we're in much worse shape than Yonkers. Plus, Yonkers is making the types of cuts that we need to but won't.

I have reviewed the 2009 budget. True, there are cuts. These cuts are luxury cuts, not essential cuts. Greenburgh managed to reduce spending without laying off employees. Merry Christmas!

Essential services are being reduced before the town board has even attempted to cut non-essential services. Cuts in police, sanitation, leaf pickup and snow removal are cuts in essential services. Cuts in police are especially worrisome because the force will be reduced to a level the town has not seen in several years -- all at a time when crime is on the rise. Non-essential services have been left alone. The town is fully funding a $100,00 gift to the Fairview Fire District, $167,000 in taxpayer funds for an after-school program to service Greenburgh Central children which could have been obtained tax free from the YMCA and shouldn't even be funded by the town in the first place. The town is also fully funding a $61,000 "council on the arts" consisting of a woman who hangs pictures for sale at town hall. Also fully funded is a $67,000 full-time secretary for Feiner, which in the age of blackberries, desktops and voicemail, no one needs anymore. In addition, the town continues its practice of having dual camps, recreational programs and transportation services, provided by the separate departments of Parks and Rec and Community Resources, each with its own set of highly paid commissioners, costing town taxpayers hundreds of thousands of dollars. And, of course, the town is subsidizing the sale of meals to the Towns of Eastchester and Mount Pleasant, also costing town taxpayers tens of thousands of dollars. So, whenever any says the town is preserving essential services and only cutting "luxury" services, don't believe it.

Bob: You know that if there is a snowstorm that the town will do what they always do--remove the snow. The town is not reducing snow removal services. The town is not going to cut back on leaf collection. End of story.

The snow removal budget has been reduced by around $50,000. The leaf removal budget has also been reduced. The cuts are in printed in black and white in Feiner's 2009 budget. Why is anyone even disputing this? If Feiner thinks it's prudent to reduce these budgets because he thinks it will snow less or there will be fewer leaves falling, so be it. But the fact remains, these budgets have been cut, and budgets for numerous non-essential services have not been cut at all. That's a shame, but the proof will be in the final product that the town board approves later this week. The numbers will not lie, although Feiner might.

Feiner has said at Board meetings that if it snows more frequently than he or the Board expects it to that the Board will find the funds to remove the snow.
There are frequent budget transfers in any municipal budget.

Hey, Feiner's already taking $3.8 million from the fund balance to cover next year's operating expenses, and another $750,000 in expected revenue from the sale of property to cover next year's operating expenses, so what's a little more to pay for snow removal? The only difference is that municipalities provide for snow removal in their budgets in order to cover the true cost of government - something Feiner wants very much to conceal from voters as he pretends that his 7.7% tax hike -- for a total of 31.3% over this year and next -- somehow represents good management on his part. It doesn't.

Paul you are not making sense as far as this budget goes.

You are trying to make yourself look good in the publics eyes,well sir I think you missed the bus.

You are trying to come over the tv as though you are our savior well you should have watched how you spent our hard earned money .
The only thing that you care about in this town is the Fairview district.
Let's see if the Fairview district will save your seat when election comes arround again.

The pool has been closed since Dec.19. Prior to that it was closed in April for 6 weeks and prior to that it was closed for 2 months in Sept of 2007. The pool patrons should get credits for all these closings. Why are there so many closings? Perhaps the pool should be leased to a private management company.
