ABANDONED HOUSE ON JOYCE ROAD BEING DEMOLISHED

During the past five years residents of Joyce Road have been complaining about an unfinished house that has been a community eyesore. The house was boarded up, neglected. The Town Attorney's office prosecuted the violations and a Judge ordered the house down. This week the house came down! Good work, Town Attorney's office!

Where is Joyce Road? Since Greenburgh isn't a valid location name, lookups on Mapquest and such don't work.

There is yet another abandoned building in Greenburgh: the Town Hall on Hillside Avenue.

August promises hot weather but not as hot as the Town Board fears it will get from public indignation finding its way to the news media.

Feverishly they had been trying to avoid public comment by switching Town business requiring voting to Special Town Board Meetings where no public comment is permitted. But as even that limited exposure fails them; they have just removed two Tuesday work sessions from their meeting calendar.

I predict that with the build up of serious issues being hid from the public, it will soon be out of the frying pan into the fired.

But don't worry they are trying very hard to keep the 2009 tax increase to below double digits.
In Town Board parlance that does not mean under 10% but under last year's double digits 2 2 %

Could Greenburgh's biggest eyesore, the old European Health Club on Central Ave, be demolished, too?

Anonymous said...

Eyesore, NOOO

Its an icon. Like Atlantas big chicken.

We need it landmarked and restored.

Well it's about time that the town
looks into abandon homes and property. How about the town looking into homes that have been under construction for years with front yards full of construction debris.
The residents living on these roadways should ask for a good tax reduction since the town has been notified so many time of these condition.
But this is Greenburgh and we know
that they do what they want.

I think it's pretty tacky (the European Health Spa building) but I could see some people liking it. Though who would pay to restore it? Restore or demolish, I feel like the Town should take some kind of action because, as is, it's just an nasty eyesore.

Anonymous said...

How true how true Mnay of the construction sites look like hell.
Grass growing all over the place, construction debris there for years and trees is disaray.
The roadways are starting to take on Central Avenues look.DIRTY AND MESSY.
IS THIS NUMBER 80 on the best place to live list.

How many more properties are abandoned .Does the spa have a special permit for a used car lot???

And why is Greenburgh not a valid location name? Unincorporated Eastchester, Bedford and Somers, for example, have their own ZIP codes. We actually don't even need new ZIP codes or post offices; just the ability to use Greenburgh NY 10607, Greenburgh NY 10530 and Greenburgh NY 10583 as acceptable place names approved by the USPS. (And I think some of Greenburgh also uses Valhalla, Hastings, Ardsley, Tarrytown, Irvington, and Elmsford for some of its addresses.)

All the USPS has to do is input Greenburgh as an alternate acceptable city name and then Mapquest and other online searches would work for us because they're all based on the USPS system.

Also, I know people are attached to using Hartsdale, for example, even though it's not a municipality, but they wouldn't have to change; Greenburgh could just be an acceptable alternate in the USPS database. But such a request would have to come from town management.

Anonymous said...

10583 was not the zip code when I first moved into Greenburgh.
The area if I'm not mistaken had the Hartsdale zip code but guess what the civic association fought to get the Scarsdale zip code.
The change was made not by the post office but because the people in the area wanted to be considered as Scarsdalians.
Scarsdale was music to their ears.

Anonymous said...

You know town management will not make this change in our lifetime.
God forbid the town should step on the civics assoc. feet all hell will break loose..

while we are speaking about being demolished...

klondike bar, after its successful campaign to defeat silent diane juettner and demolish any future run by her in 2009, has been busy speaking to the presumptive nomineee barack obama about a slot as vice president on his ticket.

klondike bar would appear to be an ideal candidate for obama - a perfect combination of black and white.

if not tapped by obama, klondike is ready to provide excellent service to a juettner (and sheehan) free town board of greenburgh.

Thank you, Paul. Thank you, Town Attorney Lewis. Thank you, Town Board for working to demolish this house. Joyce Road taxpayers are grateful.

Anonymous said...

OK Paul you handled this one real good after a long time.
Let's see if the other complaints made to the town will be clarified in the same manner.
Let's see construction sites cleard up not letting them go messed up for years.

As to Zip Codes, the USPS determines them. Feiner tried to get Town Hall a Greenburgh PO and couldnt. The USPS generally doesnt want to change, as businesses have to change stationary, other expense.

Most of Edgemont and parts of Ardsley have had Scarsdale POs since at least I was in high school. Dont ask how long ago that was. Hahaha. Part of Edgemont has had Hartsdale PO for a long time to.

But who cares.

Anonymous said...

No need to *change* anything, just add Greenburgh as an "alternate acceptable place name" so that Mapquest and such can work for us.

Some examples:

10504 is Armonk (non-municipal region name like Hartsdale), but North Castle (the actual town name) is acceptable, which is all I'm saying we should have as acceptable. Type in a North Castle or Armonk address into Mapquest, and it comes up as either; can't do that with Greenburgh.

Most of Unincorporated Eastchester has its own ZIP code, 10709. 10707 is Tuckahoe (village), but Eastchester is acceptable for those living in Unincorporated Eastchester within the Tuckahoe ZIP code area ... which is exactly like what Greenburgh should have. I should have been able to search for Joyce Road, Greenburgh NY.

The USPS won't hear this from everyday citizens, but the town management could point this out and request that Greenburgh, a major municipality, at least be an "acceptable place name" for 10583, 10607 and 10530 (and any other ZIP codes we trickle into like Valhalla and Hastings, etc).

How about the old Frank's nursey? A disaster !!! How about the Town's neglect of the property that the Town owns? Why not clean up your own act first Town of Greenburgh

Anonymous said...

8:54, this wont work, because within greenburgh there are more than one street name within different post office adreses. This may happen more than in Armonk, which is much smaller. More importantly, who cares.

Anonymous said...

The town does not own Frank's.

Anonymous said...

To Anonymous 8/1 10:39 PM

There were two thoughts. First, does the existing Town code allow a situation like Frank's to continue and to make a pun "grow"?

Second, with respect to Town owned property, why doesn't the Town at least cut the weeds on a property like the Waterwheel in Ardsley, that it does own?

ed krauss said...

Regarding a "Greenburgh PO,"why would anyone want to have a Greenburgh post office address?

After all, it's only #80. Now if it were 1,2 or 3, gold, silver, bronze it might merit a micro-thought.

After my micro-thought, fagettaboudit. It wasn't even worthy of a micro-thought.

P.S. Klondike, you are brown and white, not black and white.

You have my vote no matter what color you are. It's not the color that counts, anyway.

Why is it that the spa on central ave. have so many cars parked within if the place has been closed for years.
Do the people that park there have a permit to do so,
Why is it that this building cannot be thrown down and buid a beautiful building.
We need revenue so what the hell is the town board waiting for to do something with this eyesore.

Anonymous said...

Many homes with construction going on for years look somewhat abandoned since the property is loaded with construction material.
Could it be possible that the building department is closing their eyes to illegal construction.

Anonymous said...

To anon 11:24 I believe the camp down the street in back of California Pizza rents out the parking lot of The beast building (AKA health spa) for 2 months for the workers to park there . I agree that this building as well as the Gaseteria building shoud be torn down.FYI the old furniture store next to Candlelight is supposed to made into take out for the Candlelight for the last 3 years but as usual our town goes through things at a turtles pace.

Anonymous said...

My understanding is both the European Health Spa and the Gaseteria site have environmental issues. If the owners dont want to clean up, the town cant do much.

Anonymous said...

Now, about those abandoned properties on Kathwood...

Anonymous said...

How bad can the problem be on the spa property that cars can park there.

Anonymous said...

I dont think anyone is worried about environmental damage to cars. They dont generally get cancer, etc.

Anonymous said...

Feiner had stated that a Starbucks was going to open where the Gaseteria is. I guess that's not happening, but can't it at least be cleaned up? Maybe the property be used as satellite parking for Hartsdale train station.

Anonymous said...

Tell me what cancer causing agents are on the spa's property.
If it is as bad as you say it is try to get the place cleaned up so a developer can come to give the area a good building instead of having a parking lot.
IF THERE ARE CANCER CAUSING AGENTS AS YOU CLAIM WE HAD BETTER GET THE PLACE CLEANED UP TOMORROW THEY MAY SPREAD TO THE WHOLE COMMUNITY.

Anonymous said...

We never get things cleaned up. Look at FRanks.

Anonymous said...

Heck, the town can't even operate a street sweeper or a weedwacker along roadways. So odd that town management chooses for our major roadways to look so nasty.

Anonymous said...

The villages dont care if most of our tax money goes to the police and TDYCC. Its a great partnership, them and Fairview.

Anonymous said...

You can talk until your're blue in the face the town board does not give a dam for the taxpayers that support the center or the police department.
Just remember the salary that each board member makes pays for their taxes.
I'm sure each one has a regular job which means being on the board is partime.
So do they loose any money from their regular income.
Yes they pass their time on the board making life miserable for the residents.
Just remember we pay them a salary and this money in turn covers their taxes .

Anonymous said...

I don't know about European Spa but Gaseteria has documented environmental issues. The tanks leaked into the ground for years. The stream behind the Classic apartments had oil flowing a few years back.

Anonymous said...

The EHS has leaks from the pool. Why do you think these properties are vacant. Same with FRanks, except they were trying to snooker the town into fixing it via the Temporary Library lease.

Anonymous said...

EHS leaks from pool? What kind of leaks? Pool water? lol

It is my understanding that the property owner (Dilmaghani, next door) had a very long signed lease from EHS and they still collect rent on it. Also, there was a plan before the town from a new buyer that got scraped in planning due to steep slopes problems.

Anonymous said...

The leaks are pool chemicals. Unlike home swimming pools which use chlorine to maintain the purity of the water, commercial pools use bromine. Bromine contamination from the European Health Spa has put that property on the EPA list of toxic waste sites.

Anonymous said...

Well if the town condemes the property there are menas of cleaning up the toxic waste.
The same will go someday for Veterans pool and the centers pool due to the use of these chemicals.
Are not these chemicals seeping through onto other properties.
Something is not right with the explanation of contamination.
The EPA should be contacted to check out this property and all others that you say have this problem.

Anonymous said...

In the meantime, why is that nasty old building still standing? It could be demolished at least to get rid of the eyesore.

Anonymous said...

I think the lease has been up and gone for some time.
There was talk of putting up a supermarket but as we all know the civic association in that area squashed it.
This property has to bel cleared of the building and above all if one says that there is toxic waste.
This toxic waste has been running into the sewers all along Central Avenue from the spa down to OLd Army road and God knows where else.
If the town has known of this problem they are the cause of this eyesore.
.

Anonymous said...

Franks is an EYESORE. MR FEINER PLEASE cut the GRASS

Anonymous said...

Greenburgh management actively refuses to clean the weeds and debris from its major economic thoroughfares; you think they're actually going to mow the grass at Frank's?

Anonymous said...

Where is the building department these days.
Are they checking on construction jobs?
Are they checking on filth arround construction jobs?
How can somone take several years to complete a home.?
Is that you don't care about the other residents within the areas.
At one time many summones were given for the filth left by the contractors. What has happened ?
You know that the town needs money how about going back to the old ways of doing investigations it may pay off.

Anonymous said...

they should move the TDYCC to Franks, so more residents of greenburgh can use it. Also the whole Town should be able to use it and pay for it

Anonymous said...

well the eyesore finally came down.
How about the building dept.check out the filth on construction sites that should have been cleared years ago.
I have advised some residents that live on these roads to apply for a reduction in taxes since they have to live with this disgusted eyesore.
These sites should be as clean as a whistle but then again this is Greenburgh where nothing is done the right way .

Anonymous said...

After seeing the writing under the photo of this house in a befor and after picture,it stated that there are laws governing the maintenance of homes and property.
Well I'd like to know why these laws are not being enforced in the town of Greenburgh.
This happens to be one in how many complaints about other properties where complaints were constantly made to no avail.
Maybe the newspaper should be contacted to take pictures of the homes where these complaints exist.
Then and only then will we have a clean Greenburgh .

How many years was this demolishing project was on the books.
Honey don't hold your breath.
Learn to live with all the garbage for now and maybe one day it will be cleaned up.
