GREENBURGH HOUSING AUTHORITY ISSUES TOWN CHECK FOR $78,000-- town to pursue additional arrears

Last week the Greenburgh Housing Authority issued the town a check for $78,000- part of the arrears owed to the town for community police at the Housing Authority. The authority has agreed to pay the town additional funds in April: the total amount that they will pay the town will then be $126,000.
The comptroller's office has advised the Town Board that the authority owes the town much more: the total is $433,385.92. The $433,385.92 includes the $78,000 that was just paid. Members of the Town Board and I believe that the town should pursue the arrears owed. Some comments on this blog have indicated (incorrectly) that we are planning to waive the arrears. We will seek reimbursement for every penny owed.

"We will seek reimbursement for every penny owed."

Does this mean the Town will seek reimbursement from the Valhalla School District?

Are these reimburements included in the budget? Or will they be spendable at Supervisors' discretion?

the vsd also owes interest and legal fees - every penny!

It sounds a lot like a no interest loan that the housing authority can pay or not pay. How long will this be drawn out?

Sure would be nice to address this and other issues at a hearing on the budget. But for now at least there's no more hearings scheduled on the budget. There's also no agendas posted for any of the town board work sessions, including the session tomorrow. Also heard that the original 7.7% tax hike figure was wrong, that it's really 8.9%, but that Feiner won't release the corrected pages so that the public can see where matters concerning the budget currently stand.

None of this sounds like open government. Sounds more like a paranoid local government that's so defensive right now about releasing a budget riddled with arbitration cuts and silly mistakes that it's circling the wagons and isn't talking.

And this from a guy who's apparently got so much free time on his hands he puts out press releases saying county government should be abolished.

Oops, that's arbitratry cuts, not arbitration cuts.

Will the Town also be pursuing interest at a rate comparable to the rate at which the Town borrows money? Or will it be just another "Feiner feelings" interest free loan to the Housing Authority?

Hey guys - make sure the check isn't rubber!

The debt should never have been allowed to get that high in the first place. After they were behind even just $1000, services should have been stopped. Isn't there a CFO for the town? Or even just an accounts receivable manager? Don't let anything like this happen again.

The housing authority requested additional police. The authority offered to pay half the costs.

This is so sad Paul you know very well that you and the comptroller are not telling the true .Where is your paper work. You have not handle the towns business correctly for years. So what is supposed to happen to the hard working families that live there. As a matter of fact since you cut the police service what is supposed to happen to the residents of the town of greenburgh, Maybe if you and Sonja can get back some of the money that was misused at the center you would not have to make up such incorrect stories about that housing Authority

Is Sonja Brown still living in a Low income House that she got from Habit for humanity? Does she pay taxes or are they exempt for her .Seems like she gets a lot of free stuff now that she is riding on your coattails . Since Most of the Greenburgh residents who used to live at 33,90,100 Manhattan had to move out when they raised the rent to over$2500 dollars a month in one month from $900 to $2500 is a big jump for anyone .Why should she keep milking the system. Paul is this plan for Greenbugrh housing authority too. Everyone is not as lucky as Ms. Brown to have a friend like Valerie Whitehead . Or making deal with westhap to destroy the rest of the community. 90, 100, and 33 Manhattan are now a haven for Section 8 and with cuts to the police Well we all know what happens next.It is time for you to shape up or ship out
When are you Paul Feiner going to start doing something to help the community?

To Anonymous 12/01 9:59 PM:

You write "...the comptroller are not telling the true. (truth?)"

I take offense at your unsupported statement. What about the Greenburgh Housing Authority debt has not been stated fairly and correctly by me? Do you think for one second if I hadn't pursued this matter almost from the day I began, that this issue would even be before the public?

To 9:59 -
Mike Kolesar IS telling the truth - the Supervisor and Town Board members are very unhappy every time he says something. Just watch any meeting and you can seem them trying hard to prevent his speaking.
Mike - thank you. Please stay with it and don't get discouraged by the uphill struggle.

Good. Every, last little penny!

And, how are we handling the current charges being racked up by GHA? Are we getting paid for both current and past services or has some dim wit decide to accept only partial payment for arrears and not collect on current charges?

Answers?
PS Thanks Mike.

paul - an illegal promise is not a promise - its a nullity

where is the demand for a return of the $650,000 from the vsd - this is an outrage.

Mr. Kolesar, keep it up, you are a real pro and we thank you for it.

It does seem the naysayers, around here, need to step up to the plate and run for office; instead of been gadflies. If you know so much what are you waiting for!!

9:41 asks a good question?

Do we still have an agreement to provide police services?

If so, we collecting money for current services?

Anonymous said...

The agreement with the Greenburgh Housing Authority ended on April 30, 2008. To what extent, if any, are the police providing this service, is a question for Chief Kapica. However, I am sure that his answer will be that this area of his coverage is now no different than any other area of unincorporated Greenburgh and he assigns resources as the events require.

Boy we all have noticed how the board runs away from Kolesars' findings.

One thing is for sure no more coverups by the board since Mike and his crew are on top of things.

No more playing favorites.

Many kudos for this honest comptroller.

Honesty has been missing in this town government for quite some time.
It's about time that someone had the b---s to fight the system.
THANKS MIKE.

Is it possible, the
GHA is not paying the full $400,000+ owed, is because the Town Board and the Legally Challenged Town Attorney did not enter into a formal contract to pay for the suplemental police protection?

Then again, it's business as usual at the "well run" prudent fiscal management town run by Mr. Feiner.

Lucky for us there was a contract for $143,000 or we would end up with nothing.

Maybe Mssrs. Feiner- of the AAA bond rating, 80th best "city" to live in, and all the first hand attention to phone callers- plus Mr. "legally-challanged," "testicularly-challanged," Town Board "Attorney," should reread their job specs.

Will YOU also attempt to retreave the nearly $2,000,000, Mr. F.( that's an initial, and a grade) YOU illegally gave the Valhalla school district?
