Implement state comptroller's recommendations re: A & B budgets

Last week the State Comptroller's office presented the Town Board with a report regarding the A & B budget allocations. The report included recommendations re: allocation of funds in the A & B budget. I am requesting that the Town Board implement the recommendations of the state comptroller's office before the 2007 tax bills are sent out. The Town Board should make the appropriate modifications in the budget within the next few weeks to comply with the State Comptroller's report.

Good. And if you want to avoid trouble, keep Bernstein out of it.

The Town Comptroller will be presenting me with a recommendation (draft) incorporating the recommendations of the state comptroller's report within the next two weeks. PAUL FEINER

Paul, isn't keeping Bernstein "out of it" how you got into trouble with this whole "A & B" budget mess in the first place?

If only Paul could keep the courts and the State Comptrollers office out of budgets? sigh.

If only Paul could learn to comply with the law like other public officials in other municipalities, then the courts and the state comptroller's office would have no need to be involved in Greenburgh's budget.

The budget that was approved by Paul Feiner was also approved by Francis Sheehan, Steve Bass, Diana Juettner and Eddie Mae Barnes. Previous Town Boards also voted for budgets that allocated funds (A & B) in the same manner. The Board has been using the same process for decades.

But state law makes Paul the town's chief financial officer who is responsible for drawing up budgets that comply with the law. That seems to be why in those lawsuits that get filed, Paul is the defendant and no court has so far bought his arguments that he shouldn't be singled out because he's just one of five board members, etc.

I submit a proposed budget to the Town Board for consideration. The Board has the power, under the law, to approve, reject or amend the budget I submit. If members of the Board feel that my budget proposal does not comply with the law they have the authority, under NY law, to make the changes. They haven't made changes regarding the A & B issues.

Paul, that last statement of yours isn't quite true. In March 2005, after the Taxter Ridge ruling, the Town Board voted (over your objection) to shift the costs of Taxter Ridge and Glenville Woods from the B budget to the A budget.
