May 20, 2008 Work Session Summary
Greenville Fire District
Commissioners from the Greenville Fire District requested that the Town of Greenburgh provide them with one hundred thousand dollars to support their purchase of technical rescue equipment – equipment that is used throughout the Town. Supervisor Feiner recommended that the Greenville, Hartsdale and Fairview Fire Districts consider applying for a grant to explore sharing services (similar to the Dobbs Ferry/Greenburgh police sharing services study). Further discussion is required regarding the request for funding.
Library Construction and Triton
Deferred to May 27, 2008 Work Session.
Proposed Real Property Tax Committee
A proposed resolution was discussed and reviewed “…to form a committee, (to be initially co-chaired by Mr. Paul L. Sterne, private citizen of the Village of Dobbs Ferry and Ms. Edye McCarthy, Assessor, Town of Greenburgh,) to investigate the current system of real estate taxation on all types of property within the jurisdiction of the Town of Greenburgh and report on its findings to the Supervisor and Town Board…”
WestHab
WestHab developers, who propose to build an affordable housing residence at 22 Tarrytown Road and Old Kensico Road (near Verizon, Staples, County Center), presented a new design to the Town Board – their 3rd design. The building is being reduced from 5 floors to 4. The number of units has also been reduced. Residents and Town Board members suggested some additional design modification – using red bricks similar to the exterior of the Fulton Park apts. The May 28th scheduled public hearing will be postponed to June 11. WESTHAB will finalize their design and meet with the community prior to the 11th.
GHA Accounts Receivable
The Greenburgh Housing Authority members and attorney are disputing the amount of funds owed to the town for designated police presence at the Housing Authority sites. The Housing Authority agrees that they owe the town funds for 2007 but they claim that they do not owe the town money for services provided in 2006 and 2005 since they claim there was no contract. The GHA agreed to provide the town Attorney’s office with minutes of the Housing Authority meetings covering the last three years. The Town Board will follow up on this after the review of records is completed.
Capital Budget Presentation
The Town Supervisor submitted a proposed Capital Budget for the amount of $4,018,468 which reflects an adjustment of $3,802,059 between what was originally requested by Department Heads ($7,820,527) and what was saved due to a collective effort on the part of the Board to reduce spending in the Town.

Read between the lines. We are going to let the GHA provide transcripts of meetings for the past 3 years for review? That means, we are going to allow them to argue that conversations were misinterpretated. That means say adios to $443,000. Comprendo?

$100,000 for the Greenville fire district If they could not afford to by this apparatus why did they. We can not bail them out. Doesent the Fairview FD and GPD have all of that equipment already in there joint team?

HEy Paul how come you did not advise Fairview to ask for a grant before you gave them the Westhelp money.

By doing this and not abiding by the State comptroller's advise you have divided this town all the more.
Shame on you and the rest of the board.

Why is it Fairview speaks and you all bow down to all their requests.

If the apparatus is to be used by all the fire houses they should be given the money.

Who are you to give to one and not the other?Do you not represent the whole town?

We have had a few in this town but this person seems to be in lala land.

Tell me what other areas in Greenburgh have seperate contracts for police protection.

Why should the housing complexes receive the benefits of our tax dollars for private matters.

They used the services contract or no contract they have to pay.

Boy do they know how to rob the systems.Free housing and now free police protection.

Every part odf Greenburg is having problems do we all ask for free police to watch our areas.NO....

This is hog wash, The reverend tried to say that the town said that they will wave the debt because his people could not afford
the money in question.

Why does he not teach his people how to run a good household so their children would be good citizens.
No instead he follows the leaders and say that they owe nothing.
Cora in the background starts saying that things are going from bad to worse at the housinf complexes is this the taxpayers fault.

THEY OWE THE MONEY --NO MORE POLICE--

I am so conflicted by this entire situation and need to understand more.

Are the police there because they recieve so mnay phone calls for help that it just makes sense for someone to be there full time? Was there a grant (and if so from whom) that was supposed to pay for this? Was someone supposed to apply for a grant and didn't?

In any event, I am extremely dissappointed that the town did not stay on top of the situation. Paul is supposed to be the CFO. Any CFO I know would not have let the recievable increase year after year, without recommending to the Board enforcement action.

The police were requested because it was alledged that the area was considered a high crime area.

They chose to have apolice person present with the knowledge that they had no money to pay for it.

Nice how they could get away with this crime.
They knew exactly what they were doing.
Their mouth pieces like Cora and above all a bishop insist that they owe nothing.

The had the services they should pay plus interest.
To top the cake they wanted a second officer,maybe they would also want the entire police force to live right on the premises without paying a dime.

Well if the town lets them get away without paying the town is a guilty of robbeery as this housing
authority is.

By the way was the $200,000.00 dollars of which housing only used $34,ooo.oo ever found .
This is what is happening they are getting the money and som eone is getting fat.

Yes the housing Authority received the two hundred thousand dollars as a grant I do not remember from whom.
The monies spent was thirty four thousand. A young lady asked the housing representatives that were present at the meeting and they refused to answer as to where the remainder was.

My recollection, Feiner did not fund the housing police. The Feiner haters complained and the Town Council decided to fund the extra police.

Feiner did not agree to pay for the police. It was said by the housing aithority that they would pay for the police themselves.
No one on the town board agreed.

IF THERE IS ANY DUPLICATION IT HAS BEEN ON THE POLICE DEPARTMENT.

I WAS TOLD MANY YEARS AGO THE POLICE FIGHT CRIME AND FIREMEN FIGHT FIRES SO WHEN DID THE POLICE DEPT. TAKE OVER FIRE DUTIES.

THIS COULD ONLY GO ON IN GREENBURGH.

The police department fights fires? No. They along with the fairview fd have technical rescue equipment for special rescue services. They had all this equipment before it became the new trendy thing that everybody wants to have.

Here we go again the famous duo of Fairview and the police dept.

This must be why what both departments do goes unchecked.

Westhelp money to Fairview and police overtime spending going out of sight.

Housing authority refusing to pay back almost one half million dollars for private protection provided by our police department.

That's the story....Keep paying taxes just to make this area happy.

Oh I forgot the beautification of Manhattan Ave, while the southern part of Greenburgh looks like a dump.

If you didn't know Manhattan Ave. is in the Fairview area.

So why does the housing authority have a contract for SPECIAL patrols.

We receive so called protection by paying taxes allocated for this purpose.
The housing authority receives private protection for nada.
What's wrong with this picture???
Above all added to what they are getting they have the nerve to ask for a second police person without paying for the first.
Bishop stick to your church services and stop lying about the amount owed. You know dam well what the years in question and the money that is owed for all, add up to.
This situation is a total disgrace.
It should have stopped the first year that payment was not made.
The chief should not have included this figure into his police budget for four years straight.

With the taxes reaching double digets for years to come we will be checking all the monies asked for and what is spent.
To much of our tax dollars have gone to the wayside or in someones pockets.

The new comptroller is doing one great job in going over previous figures on the books.I'm sure that his associate will bring him up to date of all the goings on in this town.
So far so good keep up the great work since we had puppy dogs trying to run the department but now with the both of you working together we have pit bulls doing the job.

At todays' work session[5-27-08]
the library representative kept saying that they needed more money .

I remember when the plans were presented to the town board for the publics input the ramp for the disabled was included with those plans.
Now they are saying that there were no plans presented at that
time for a ramp.
How can the town approve the plans without one of the most important things included ,

The ramp was in the plans from the onset.Check the tapes and let's see if we are taken over a barrel again.

The govenor said that he will stop all grants-- good.

He knows very well how people have abused the system.
Thelibrary board was asked over and over again about the money that they demanded for this project and they told the public that they had more than enough to meet all the expenses.
Now they come to a work session stating that they need more money.
Boy are we gettin g screwed.

Was the ramp in the original plans.

If not how dumb is the library board together with the town board not to ask the person who drew up the plans .

How could they receive any grants when they do not meet the federal law concerning the disabled.

How could the town board pass the budget without a ramp.

Paul,
Tell the Greenville Commissioners to hire more men to operate the equipment they want. they only have 6 people working at a time. that's why they always need mutual aid from surronding dept's. Maybe they should just close that dept. and merge with Hartsdale. If there is a ever a fire in Edgemont, I will feel bad for who ever lives there. and, Also I hope it's during the day and not at night, because it will really be dangerous. The people in edgemont think they have a fire dept. but the facts are, you need more than 6 people to the Job.

The Greenville Fire Department is well staffed. It is just annoying that Fairview is better funded. As to any merger with Hartsdale, not now, not tomorrow. It is not up to Mr. Feiner.

The three paid fire departments in Greenburgh SHOULD merge we would save a lot of money by eliminating the top heavy brass! I believe that each chief makes over 200K a year plus benifits and take home SUV's.

Yes, you are 100% correct. Certain, if not most of the Town employees belong to one or another union, and their salries and benefits (including overtime provisions) are negotiated and a contract is the end product.

There's the rub. It seems those negotiating on behalf of the unions- irrespective of which union, appear to be SUPERMEN, while those negotiating on behalf of the Town (and as a by-product, the citizens of the Town) are MINI-MICE.

It seems that we need a new negotiating team, because this one is driving us all to the poor house.

One doesn't have to be Simon Legree, but ending up being a PATSY ALL THE TIME is or should be unacceptable.

I for one would like to know who is or are the person/people who are negotiating union contracts on our behalf.

I'm sure many others in Greenburgh would also like to know.

NO ONE SEEMED TO CARE HOW THIS PROCESS WAS DONE PREVIOUSLY BUT NOW WE HAD ENOUGH WITH DOUBLE DIGET TAXES THIS YEAR AND GOD KNOWS FOR HOW MANY MORE YEARS.

PUBLISH THE NAMES AND WE WILL PROBABLY SEE THEIR CONNECTIONS WITH THE EMPLOYEES.

Cora and the TYCC are out of control!
The TDYCC 2008 budget was $3.1million. That's 37% of the entire budget for ALL recreation. All parks. All maintenance. What % of the population use the center?


Adding insult to injury the TDYCC asks for $781.0k for 2008 capital improvements! They get 15k & Cora tells the council members that they should be ashamed of themselves.

The TDYCC has received $791.0 for capital improvements over the past 3 years.

Shame on you Cora for both your disrespect of the town council members at the meeting and for the open theft of the towns tax money. It's time people start to stand up to the Cora's and to stop being bullied into handing over money.

PS I want our $443.0. Pay up!

Well the residents finally woke up as to see where our tax money has been going.

The people in charge of the center and the housing authority have been stealing our hard earned money for years.

They take but they make no renovations.Does the town council check--NO.

We should have both the center and the housing authority investigated by the proper authorities for an on going crime of stealing.

Where has all this money gone that has been allocated to them?

They owe for police protection which Cora and company refuse to pay back.This expense should not have gone to the point that it has if the chief of police check his expenses thoroughly.

This is the problem no one gives a dam as to how the tax payers money is spent.
I's not their money ,they'll never know.

Well now we know and we want these practices stopped plus we want our money owed by the housing returned plus interest.

The center is a thorn in peoples sides we don't use it and we will start to voice our opinion as to how much money is spent.
The best thing is to close the center.It costs too much tax dollars to keep it going.

Not only do they owe for GHA police protection but there is a separate line on the budget for "Fairview Police" @ $744,888.

Policing who & what? Fairview? GHA? TDYCC?

Has this board ever checked into the pro and cons of a take over of our present police dept.by the State police.
If the answer is no why not.
If the answer is yes what were the results.

A few bloggers have commented on this subject a few times but I guess you the town board have poopooed the idea.

Wee I think it is time to check to see if it will be a saving for us.

I checked the budget. The line on the budget says "Fairview Greenburgh Po" I assume it should read "Fairview Greenburgh POOL" The "ol" is cut off. The line falls under "recreation"

Nevertheless I'll answer your barnyard byproduct.

As soon as Paul lied to the Democratic nominating committee about not retainig a second line (the Liberal Party line,) I stopped being neutral during his secnd run for supervisor and backed Susan Tolchin.

As to being a vendor, I always bid on work (noting was handed to me). If I was the low bidder I received a go ahead. If I wasn't, I didn't get the assignment (that's how Steve Schoengold, the purchaing agent at that time worked.)

When I backed Susan against him, he accused me of the same thing you're accusing me of (and if you're the person I think you are, I understand why you're loathe to use your name) during a Town Hall debate carried on cable. At that time, I shouted out that he was a liar and challenged him to prove it. Since he couldn't, he shut up and talked no more about his lie. However, he must have told you about his lie and like a worthy lap dog you repeat it without evidence.

About owning something in town, I have owned property in Greenburgh for over 30years.


At no time dd I do any work for the Town when Alfreda was in office so I had no reason to second guess Alfreda, or think she did me wrong. In fact, I liked Alfreda.

I was not an advisor nor a "big supporter" of Paul for the first few years of his superisor tenure. Ask Paul.

Your dyslexic opening paragraph which states, I know nothing about who is on what negotiating team... That's why I asked the question. You must understand asking a question to gain information is what people do to find out. Then you follow that up with, "Asking who is negotiating on 'our side'begs the question...."I guess you had a short term memory loss between the first and the secondsentence...GinkoBiloba might help your memory.

You seem like a very angry man. Being angry and stupid at the same time could really get you in trouble.

I WOULD LIKE TO SEE AN ASSESSMENT OF THE "CHURCHES" IN GREENBURGH. AT COUNT VIA LISTINGS IN THE PHONE BOOK, THERE ARE OVER 300 CHURCHES IN GREENBURGH--300 CHURCHES, AND THESE PROPERTIES NOT PAYING TAXES. WHETHER OR NOT THESE ARE LEGITAMATE CHURCHES IS A SEPARATE ISSUE, BUT IN AN ENVIRONMENT OF SUCH HIGH TAXATION AND THE HARDSHIPS IT IS CAUSING A TYPICAL TAXPAYER I THINK IT IS TIME TO RE-EVALUATE THE LEGITAMACY OF THESE PROPERTIES AS "CHURCHES". IT IS JUST NOT RIGHT ANYMORE.

How could there be three hundred churches in twenty eight square miles of Greenburgh.

Are they store fronts or private homes.

Yes this should be looked into asap.

I'm looing at one small area Edgemont on Central ave.and Ardsley rd.there are four churces up to the White Plains line.
Ashford Ave in Ardlsey I know of one.
On Saw mill River Rd. I know of two
In Elmsford I know of one.
What the other villages have I don't know but I'm sure that the entire total is no where close to three hundred.
What is the total of churches on Dobbs Ferry rd going into Fairview there are a few there also.

If the line reads Fairview pool for that amount of money WE IS BEING ROBBED.

They receive close to this amount every year without doing the necessary fixer uppers that have to done

This center is the taxpayers nightmare.
Paul close it up. We do not need a money hungy group that doswen't know when to stop fleecing the public.
They do it with housing and the parks.How much do you want to punish the public in the town that you and the board represent.

The problem is that Fairview is very well represented by the town board making them entitled to what ever their hearts desire.

Well many a heart is aching in other parts of town because we are constantly giving to a so called center that is failing each and every day.

Is this board so stupid that they cannot see what is being done to them politically.
There should be equality in this town but I guess you forgot what the word stands for.

This town hemorrhages cash into the Fairview area.
The board is afraid of Fairview and those that represent them. The board & supervisor are afraid to be called something bad like, racist. So, we pay & pay just to be politically correct. meanwhile, this does nothing but foster racism.

Fairview acts like the spoiled child and the Town Supervisor acts like the parent who does everything to thwart the child's tantrum and concedes to anything.
