TAX OFFICE OPEN TILL 7 PM ON MONDAY NIGHT...SCHOOL TAX BILLS CAN ALSO BE PAID ON LINE WITH NO ADDITONAL FEE

Greenburgh Receiver of Taxes David Dwinell's office at Greenburgh Town Hall will be open till 7 PM tomorrow (Monday, February 2nd) to accept the second half of the school tax bill. School districts are independent of the town. School taxes and budgets are approved by the electorate. However, the town is required by law to act as a tax collector for the school districts. The town pays the school taxes to the school districts whether we collect the tax from residents/businesses or not - according to the law. Schools are guaranteed payment.
Next years school tax bills could be more upsetting to taxpayers. Because of the budget crisis the Governor of New York State has proposed that New York State REDUCE STAR PAYMENTS TO RESIDENTS AND SENIOR CITIZENS BY 18%. The New York State Legislature must approve the budget by April 1st, according to the NYS constitution.

This is pretty sad Paul. You carefully note that the Town only collects the school tax - saying in effect, "Don't blame me if your taxes are too high" but completely ignore the fact the Town is also the tax assessor for the schools.

When you first took office you put together a "blue ribbon" citizens' committee to look at property taxes in Greenburgh. That committee reported back to you that the Town, which hadn't conducted a revaluation since 1958 should begin the process of revaluation and reassessment immediately. The reason given was that by conducting a revaluation the Town would then be permitted to develop a classification system for properties and avoid significant future litigation by commercial properties to reduce their tax burdens.
You took that report from the committee and noting that it contained sound reasons and good policy recommendations, you consigned it to the "circular file" because as you said, "If I did [this] I would never get re-elected."

The abysmal failure to grow the tax rolls is one of the most grevious failures of your tenure at Town Hall. While real estate values doubled and doubled again, Greenburgh's tax rolls declined.
There is word around the Town that you have created new committee to examine the property tax question. While that is a good idea, unless you pledge yourself to heed their recommendations, it is a meaningless gesture.
The job of the Town's Chief Financial Officer is one which has never interested you - and we are paying for your neglect. The irresponsible, voting-seeking behavior you continue to display is going to destroy Greenburgh's viability and vitality.
Please apply to the Obama administration for a sinecure which will remove you from the position of Town Supervisor and allow the rest of us the opportunity to remake Greenburgh.

Shouldn't this be one of the top responsibilities of the Supervisor position? That, as well as supervising of the department heads, strike me as the top two responsibilities of a Town Supervisor.

The town wants everyone to pay their taxes on time yet they cant get their w2 forms out to their town employees by the required date.

Mike Kolesar, Comptroller, indicated to Commissioners that his department was late in filing the W2 forms but that the W2 will be filed this week.

Question since there was no paper pick up this past week will my tax bill reflect a credit for failure to provide services.

I live in Hartsdale. Whenever i complain on this blog that my total property tax has gone up by nearly 70% in the six years since I signed a contract on my house making my house almost unaffordable based on my income, I get no sympathy...only critics who conveniently tell me to blame someone other than the town: e.g., the county, the schools, the fire dept. To me this tells us everything I need to know: there is no accountability in local government to the taxpapers from Paul, Spano, GC or anyone else. They just don't care.

who is Mike Kolesars' commissioner. Nobody is watching the shop in this town. Stop giving away the candy for free. What does your department do Mr. Kolesar that you can't get out the W2 form in time. Every year at the same time year after year W2 forms are supposed to go out at the same time. What was so complicated this year.

YOU WANT TO KNOW THE REAL PROBLEM. NO ACCOUNTABILITY FOR ANYTHING IN THE TOWN OF GREENBURGH.

dear hartsdale home owner -

there are people that care and see that hartsdale is in big trouble
but unless you and your neighbors organize and field political candidates to challenge the political careerists like feiner and juettner, you are doomed

hartdale resident hal samis has exposed the waste in the building of your library - others have pointed to the problems at the tdycc and other dubious things like xposure

why do you think hartsdale was the dumping ground for that hideous wall in front of presser park - because you are powerless and you do not compute with this town board.

the schools are a different matter - and every community in new york state is struggling with this issue

but the fault is also with hartsdale too by failing to recognize that in places like the library where the old town hall belong to everyone (including the villages) was given away for nothing or at veteran park where 20% is in ardsley yet no taxes are paid by the restricted users of the park to ardsley thus causing ardsley taxpayers to make up the difference in lost revenue

so you cannot create alliances with villagers to change the town board until these subsidies are admitted and dealt with

hartsdale needs leadership and vision - it has neither, thus your complaint

Am personally aware of many municipal and school employees who carry their spouses on their health insurance so that the spouse who works in the private sector, or who has their own small business, does not have to pay for health insurance.
So in your school taxes you are paying the health insurance cost, not only of the public employee, but for their whole family - and some the spouses who are carried by the public could well afford health insurance from their private sector employer or business - but why should they take this insurance when the local taxpayers will foot the bill for them.
Another example of how awry our health insurance system is in this country.

Hey Paul - there's a new windmill for you to tilt at!
Give all Greenburghers affordable health insurance by allowing them to purchase the same coverage, at the same cost, as covers you and the Town Board. (Of course those who can't afford it can just say so and receive it for free!)
This one will win you lots of votes!
