YOU TUBE TAPING OF STORY WALK MONDAY..WORK SESSION AGENDA...FUN EVENTS THIS WEEKEND

YOUR CHILD CAN BE A STAR! WE ARE GOING TO VIDEOTAPE FOR YOU TUBE AND PUBLIC ACCESS A VIDEO OF STORY WALK- THE GREENBURGH NATURE CENTER’S NEW TRAIL/READING PROGRAM. TAPING: MONDAY AT 4 PM. LOCATION: GREENBURGH NATURE CENTER. In April of this year I suggested that we combine fitness, literacy and fun on some of our trails--pages of childrens books are placed on stakes. Parents walk with their children as the children’s book is read. I am hopeful that the concept will be expanded to other nature trails in Greenburgh.

NEW PLAYGROUND AT WEBB--CHILDREN TO BE INVOLVED IN SELECTION PROCESS

Last night the Planning Board passed a resolution recommending that the Town Board release $120,000 from the Town Parkland Fund (non tax dollars from developer fees) for building a new playground at Richard Presser Park. The new playground will replace the existing playground which was built (with community participation) in the early 1990s. This playground is located near the Highview School. Earlier this year I spoke to the children at Highview School. They asked for a new playground—pointing out that the existing playground is not in great shape.
In June, the Greenburgh Parks and Recreation Advisory Board passed a similar resolution. The playground (which my daughter has used) is wooden—does not meet current standards. It is a heavily used playground, used almost non stop on a daily basis. Tens of thousands of kids have enjoyed the playground over the years. The existing design is very well received and not too many types of playground features will be changed but the industry does have some new and exciting features we will discuss and review as a community.
The Webb Playground was the first of many new playgrounds to be built in the 1990s. It is one of the largest playgrounds in the town (Yosemite Park being the largest). Because the park is near the Highview School I would like to involve the students of Highview in helping the town decide what new and exciting features should be incorporated in the playground. The Town Board will be holding a public hearing on the playground. Wouldn’t it be great if one of the hearings can be held at the Highview School? This way the students will be able to participate in government and see how the decision making processes work. Holding a hearing at Highview School will also show the children at Highview how relevant government is to their lives.
The current playground has three sections –one of the sections is geared to children 2-5 years old. Another: 6-12 year olds. A third: 2-12 year old swing sets. If your child does not attend Highview and wants to participate please advise.

2010 BUDGET --IMPACT FROM THE ECONOMY

We estimate that there will be a 10% reduction in sales tax revenues that will impact the 2010 budget. The loss of revenues is estimated to be about $600,000. We also anticipate a one million dollar shortfall in mortgage tax revenues. The comptroller’s office has advised the town that there is a 50% increase in retirement contributions (confirmed with the NYS Retirement System). The impact to unincorporated Greenburgh residents is $1,222,000. There will be a 10% increase in medical premiums --$603,000.

I have directed all department heads to come up with cuts or revenue enhancements to offset these shortfalls

NEW WEBSITE: www.greenburghnaturecenter.org

The Greenburgh Nature Center had a reception this afternoon honoring Harold & Bette BUrson for their donation of a fantastic new website: www.greenburghnaturecenter.org--featuring great info about the nature center. I took my 10 year old daughter to storywalk at the nature center--we read a childrens book as we walked the nature trail. Different pages placed on stakes along the trail. Reading & exercise!
It's my hope that the Storywalk concept can be expanded to other trails in our parks system. I will be reaching out to the members of the parks advisory board.

STORY WALK STARTS TOMORROW AT NATURE CENTER

Hat's off to the Greenburgh Nature Center for inaugurating Storywalk, an innovative idea from Vermont. In April of this year I suggested that we combine fitness, literacy and fun on some of our trails--pages of childrens books are placed on stakes. Parents walk with thier children and read the books. The program starts at the nature center tomorrow. I am hopeful that the concept will be expanded to other nature trails in Greenburgh.

A great idea from Vermont: STORY WALK---combines fitness, literacy and fun. Pages of a childrens book are placed on a stake and the childrens book is spaced equidistantly along the length of a bike path or wooded trail. Each complete story walk consists of no fewer than 30 stakes. The first story walk was installed at Montpeliers Hubbard park in Vermont. This would be a great initiative at town parks, or nature center and could be done in conjunction with the Library. I will be asking town staff to look into this creative idea. The goal: adults bring children to the story walk to get exercise and to have fun reading together. What do you think? Would you be interested in getting involved in a task force to work on this idea?

SHOULD GREENBURGH HAVE a 2nd farmer's market (possible locations: Bailey School, the library, town hall)

A terrific surprise: Went to the NEW Irvington farmer's market tonight. Felt I was on vacation! A terrific market, lots of fun. Recommend it highly. EVERY WEDNESDAY 4:30 to 8:30 P.M. PARKING LOT, MAIN STREET SCHOOL Locally grown produce Artisanal cheeses & breads Healthy & delicious prepared foods Wines made in the Hudson Valley Storytelling hour & other activities for children, music.
Greenburgh was among the first localities in Westchester to have a farmer's market. We started our farmer's market on E Hartsdale Ave about 15 years ago. Our market is much smaller than Irvington, Hastings or Tarrytown. It's held on Satursday mornings and early afternoon. This year, for the 3rd consecutive year, attendees are treated to live music from local musicians who donate their services. A special thanks to Town Clerk Judith Beville for organizing the music.
I think that Greenburgh needs a 2nd farmer's market--closer to central Greenburgh--with more farmers. Possible locations: Bailey school, the new Greenburgh library parking lot, Town Hall parking lot. The town was able to isolate the cause of the electrical problems which resulted in loss of power at the AF Veteran town park. The loss of power resulted in the pool being closed today. The nutrition program is serving cold meals to seniors. We have hired an electrician to assess the materials needed to make the repair. We hope to have power restored to the pool tomorrow. The county Board of Health requires the water to meet standards. We are doing everything possible to be open on Friday. I will keep you advised re: status of the repair.

POOL SHUT TEMPORARILY AS A RESULT OF ELECTRICAL EXPLOSION

Last night there was a big sound at the Anthony Veteran Town Park complex – a transformer or one of the underground legs that feed electricity exploded. As a result, the pool (and kitchen which serves the nutrition program) is out of power, temporarily. Unfortunately, we have to shut down the pool until we can restore power. Town staff worked last night and contacted electricians. We had a meeting early this morning and are trying to identify the cause of the problem and to have the problem corrected asap.

Seniors will most likely receive cold meals for the remainder of the week. Over 800 children (Greenburgh rec and Edgemont rec) receive daily swim activities at the camp. We are planning land based camp activities. A company has been hired to try to locate the electrical problem. Once power is restored it will take 24 hours to re-open the pool. An update will be provided by this evening as to the status of the repairs.

We apologize for any inconvenience. However---these problems happen.

Position Overview:
The Controller is responsible for overall accounting activities of The Children's Village and The Children's Village Institute. It is the Controller’s responsibility to ensure that all accounting transactions are properly authorized and recorded in the general ledger and, all financial reporting is on a timely and accurate basis. The Controller is also responsible for monitoring, reporting and assisting in cash forecasting. Should continually review operating and internal control procedures and present recommendations, where appropriate, for improving the recording and reporting of financial information. Qualifications:
BA degree in Accounting. CPA or 5-7 years of related experience. Ability to initiate projects and prioritize task. Ability to motivate and provide instructions to reporting staff. Experience in a not-for-profit organization and the specifics of not-for-profit accounting and reporting, child welfare funding, Medicaid, foster care, federal, state and city funding agencies is desirable.

Starting salary is $75,000 per year.

CHILDREN'S VILLAGE EXECUTIVE ASSISTANT

The Executive Assistant to CBS assumes responsibility to provide assistance to the Vice President of Community Based Services (CBS) in all areas and to work as a liaison between the Executive Offices and the various divisions of Community Based Services.

Responsibilities include but are not limited to:

Briefs Vice President before daily and weekly meetings with information gathered for the agendas of these meetings. Gathers research assigned by the Vice President for these briefings.
Assists the Vice President in completing all tasks towards improving and reorganizing the Community Based Services departments by working with various internal departments as well as Federal, State and Local legislators and agencies.
Handles all major travel arrangements for all of the departments. Also purchases equipment for all departments as approved.
Coordinates all off site conference arrangements.
Handles all secretarial duties for the Vice President. Maintaining the filing system in the Vice President’s office and the keeping of the Community Conference Room Calendar.
Maintains all confidential information in regards to department staffing, reorganization and policy changes. Works closely with the Vice President in the event of hiring new staff. Begins the interview process and often completes background checks on candidates. Has the ability to interview candidates when necessary. Handles all confidential personnel files. Maintains a good working relationship with the Human Resources Department, assisting them in various personnel situations.
Creates correspondence on behalf of the Vice President. Establishes and maintains good working relationships with all outside agencies and internal divisions of The Children’s Village. Responsible for the timeliness of responses from the Vice President’s Office.
Helps maintain the Community Based Service Offices both on and office campus. Often responsible for the investigating various options and purchasing equipment for the divisions of CBS when such situations arise.
Reviews all printed material, discussing the importance and timeliness and actions taken with the Vice President on a immediate basis; editing briefs written by the Vice President; checking budget numbers, proof reading proposals sent by Community Based .Services.
Attaching the appropriate materials and establishing dialogues within the offices sending said contracts to maintain uneventful transitions from one contract to another.
Qualifications:

Minimum 2 year college degree and at least 5 years experience working in a management level.
Ability to efficiently multitask; Strong sense of confidentiality.
Ability to transcribe dictation from micro cassettes and type accurately. Computer literate – strong ability to gather information on the internet; must be fluent in all of MS Office.
Must have command of English, be efficient and organized.
Should have self assurance, willingness to accept responsibility, pleasant disposition and ability to handle high work pressures. Able to cooperate with all levels of staff.

CELEBRATE GREENBURGH DAY IS SATURDAY AT ANTHONY VETERAN POOL---This year, because of budget cuts, we have scaled back this special event. We are not spending any overtime on the event. None of the acts on the pool will be paid. No movide is being shown and no outside amusement rides are being contracted. We have hired a DJ for the pool from 1-5 PM for $300. Tennis activities are being done in house. All outside acts in the pool area are free: TDYCC belly dancers, TDYCC african drums, blues mothers and more...




We do not want to completely shutdown recreational activities and we encourage our residents to attend this year’s special event. There are many unincorporated area residents that only come to our pool complex on the Celebrate Greenburgh Day and we hope that this year’s diluted event does not distract them from attending.



As for lifeguards there will be a full staff scheduled since we still anticipate our largest crowd of the year.

MESSAGE FROM THE POLICE CHIEF RE: BURGLARY ARRESTS...WEEKEND ACTIVITIES

A message from Police Chief John Kapica (BURGLARY ARRESTS)...
Although, serious crime in Greenburgh continues to hover near the record low level attained in 2007, increases have been noted in burglaries over the past several years. The Police Department has been busy investigating these offenses. Working with other police agencies who have experienced similar increases in these offenses, they have had significant success in tracking down the responsible individuals and arresting them. They have been particularly successful over the past week. Thanks to the presence of mind of a local resident, on Wednesday members of the Police department's Patrol Division were able to effect the arrest of two New York City men who had broken into a private home on Park Avenue West. Jose L. Sanchez, age 31 of Jackson Heights, New York and Pablo Cesar Imbachi, age 37 of Elmhurst, New York were arrested when they attempted to flee from the residence. Patriot, the department's K-9 disarmed one of the suspects who brandished a knife when confronted by police officers. Yesterday, members of the Police department's Detective Division arrested Timothy Zwiren, age 17 of Hartsdale for the burglary of a Chatterton Parkway residence he committed on July 7th. At the time of his arrest Mr. Zwiren was out on bail for four burglaries he had committed in the month of May, three of which were within the Town of Greenburgh. The Police department continues to urge people to take a common sense approach to home security and lock their doors and windows when they leave their homes, even if they only intend to be gone for a short time. If you have an alarm system, use it and be certain to report anything suspicious you witness to the police. Although crime continues to be near record low levels, these precautions will help further reduce this number

FANTASTIC NEWS-- OSI PHARMACEUTICALS MOVING DOMESTIC HEADQUARTERS TO GREENBURGH-- OUR TOWN BECOMING GO TO DESTINATION FOR WORLD CLASS BIOTECH

OSI PHARMACEUTICALS MOVING DOMESTIC OPERATIONS TO GREENBURGH-- GREENBURGH WELL ON THE WAY AS “GO TO” DESTINATION FOR WORLD CLASS BIOTECHNOLOGY COMPANIES


OSI Pharmaceuticals Inc, a major bio tech company, has decided to consolidate its domestic operations and has chosen the Town of Greenburgh as their new headquarters. The company selected the 43 acre Ardsley Park within the Town of Greenburgh as their new location. Greenburgh beat out a number of other communities around the nation. The new offices will serve as the company’s new headquarters and house domestic operations and facilities including management, administration, R & D and pilot plant operations in the United States. A minimum of 200 employees will be relocated to the headquarters shortly. OSI anticipates the creation of 400 additional jobs at the site within 5 years. It is expected that some of the employees from Colorado, New Jersey and Long Island may relocate – which will assist in stimulating the movement of our real estate market. Supervisor Paul Feiner spoke to the Executive Vice President & CFO of OSI Pharmaceuticals, Pierre Legault, who anticipates that some employees will not relocate, which will open up new jobs for local residents– ranging from clerks to highly paid oncology specialists.



OSI Pharmaceuticals Inc. (OSI) specializes in the discovery and development of innovative molecular targeted therapies that address significant unmet medical needs, and strives to turn pioneering science into breakthrough therapies for patients suffering from life-threatening diseases, including cancer, diabetes and obesity.



OSI’s new headquarters site is 410-460 Saw Mill River Road, Ardsley. Construction and other improvements at the site could begin as early as August 2009. The interim staging plan provides for the preliminary installation of furniture, fixtures and equipment commencing during the 3rd Quarter 2009. Interim occupancy of the facility by management and select personnel could begin as soon as 4th Quarter 2009. Major renovations are anticipated and building permit fees to be collected by the town are expected to exceed one million dollars between the 4th quarter of 2009 and 2010.



OSI is a mid size bio tech company that is growing. Greenburgh is known as one of the bio tech clusters in New York State. Regeneron, Emisphere Technologies, BioReference labs, Siemens, Ciba, Quest Diagnostics, and now OSI are among the bio tech companies that have chosen Greenburgh as major locations. We expect that the arrival of OSI will attract other bio tech companies to consider Greenburgh in the future. Supervisor Paul Feiner states that “we are well on the way to making Greenburgh the “go to destination for other world class biotechnology companies.”



To attract OSI the town, the Ardsley school district, the County of Westchester and the State of New York have coordinated efforts to encourage OSI to locate within our town. We all approved in concept a PILOT agreement, a “payment in lieu of taxes.” The major incentives include, from Westchester County, mortgage recording tax and sales tax on construction abatements. There is a slight property tax incentive in its final stages being negotiated between the town and school together. The term of the PILOT is proposed at 15 years. The property’s current assessed value of $32 million dollars will remain for a period of five years and then be reassessed based on market for the remainder of the term. Edye McCarthy, town assessor, met with the Ardsley School Board to brief them on the terms of the proposal and to obtain their support before the town committed to the initiative. Additionally, OSI has agreed to reimburse the Ardsley School District and the town for the costs incurred for processing and reviewing the PILOT document.

Westchester County Career Chiefs Association report: a case for consolidation is on the town web site

HOCHBERG NAMED CHAIR OF COMMISSION TO REVIEW FIRE DISTRICT CONSOLIDATION

Greenburgh Town Supervisor Paul Feiner has asked Alan Hochberg, former President of the Poets Corner Civic Association to chair a citizens commission to review the feasibility of consolidating the three paid fire districts in Greenburgh (Fairview, Greenville, Hartsdale). Police Chief John Kapica recently released a detailed analysis highlighting the costs of the three independent fire districts.

The cost of funding our Greenburgh police dept which serves the entire unincorporated section of Greenburgh is $22,568,898.
The cost of funding the three paid fire districts (Hartsdale, Fairview, Greenville) which serves about 73% of unincorporated Greenburgh is $28,035,331.
The town has contracts with seven fire protection districts (volunteer departments) to serve the remaining sections of unincorporated Greenburgh. That cost is $1,913,981.
The comparison: $22,568,898 for the police/ $29,949,012 for fire protection in unincorporated Greenburgh

A report in the July 1st issue of www.lohud.com reports that Pace University’s Edwin G. Michaelian Institute for Public Policy and Managemetn found that homeowners and businesses in 10 Westchester communities could save an estimated $47 million a year in fire insurance premiums if their fire districts consolidated. The study: A Case for Consolidation” was commissioned by the Westchester County Career Chiefs Association in 2005 and was paid for with a $56,000 state grant.

The commission which Hochberg will chair will evaluate the feasibility of a 2010 referendum. Recently, Governor David Paterson signed legislation allowing citizens to place on the ballot a referendum on consolidation of fire districtS and local government services. Hochberg, who recently retired as executive director of the Scarsdale Synagogue Temples Tremont and Emanu-el, said that he has lived in Greenburgh for over a quarter of a century. “Our goal is to maintain or improve services while cutting expenses that can be achieved by consolidation.”

A commission is being formed. We’re looking for volunteers to serve on the commission or to assist in research. People interested in getting involved should contact pfeiner@greenburghny.com.

A series of neighborhood meetings will also be held. The first informal meeting will be held at Secor Park on Tuesday night, July 28th at 7 PM. Mr. Hochberg is also assisting the town on budget issues and is serving as a liaison to the citizens budget committee. Feiner said that we will examine how we can create greater efficiencies in all town departments.

Study: Consolidation would save millions

Homeowners and businesses in 10 Westchester communities could save an estimated $47 million a year in fire insurance premiums if their fire districts consolidated, according to a study being released today by Pace University's Edwin G. Michaelian Institute for Public Policy and Management.





"Fire Services of Southern Westchester County: A Case for Consolidation" was commissioned by the Westchester County Career Chiefs Association in 2005 to determine whether a merger of the departments would provide better protection at a lower cost.



The study, paid for with a $56,000 state grant, found that while joint purchasing agreements might help the departments save about $100,000 a year, "consolidation would significantly improve fire prevention and suppression services with the potential to save substantially more money over time."



Keith Fennelly, president of the chiefs association and a retired Eastchester fire chief, said the Pace report "will serve as a footprint as we move forward."



"It will remain a work in progress - now all of the chiefs, union officials and others will have a chance to study it and decide how we will proceed," Fennelly said. "Our goal in asking for this study was to see what we could do to provide more efficient, cost-effective fire service in our communities. We do a good job now. Let's see if we can do better."



The study looks at the staffing and operations of the Eastchester, Fairview, Greenville, Hartsdale, Larchmont, Mount Vernon, New Rochelle, Pelham, Pelham Manor and Scarsdale fire departments. Combined, those departments protect almost 250,000 people in an area of about 50 square miles. "If this area were a city it would be the third most populated city in New York State," the report says.



The study says consolidation would create more effective and efficient fire services and save money by cutting duplicate staffing, equipment and facilities. The streamlining could result in better insurance ratings and lower fire insurance premiums, it says.

The 10 departments operate 130 vehicles out of 25 fire stations staffed by 604 firefighters and 24 civilian employees at a cost of about $88 million a year.



Individually, not all of the departments can meet fire response standards developed by the National Fire Protection Association and other organizations.



By combining, the report says, the standards could be met with considerable savings.



For example, the NFPA recommends that the first engine arrive at an alarm within four minutes and that 22 firefighters be on scene within eight minutes.



That's not always possible under the current configuration, the report says. If the departments combined and duplication of equipment was eliminated, however, the standard would be met at an equipment cost savings of about $1.7 million.



"The timeliness of this study cannot be overstated, given the state of the economy, the need to improve service delivery, and especially the recent consolidation legislation adopted by the state of New York," said Michael Genito, director of the Michaelian Institute.



The report is to be released at an open meeting at 1 p.m. today at the Pace Graduate Center auditorium, 1 Martine Ave., White Plains.
